karrick parsons pembroke pen cleton hall lynn cohn and anderson And ereon after the disposition of the minutes and other preliminaries judge bartch was given permission to speak on the matter of sewerage for the county buildings in sub stance be said the matter of sewerage for the county buildings was referred to me at the last session of the county court to confer with the city sewerage committee and I 1 should like to meet them at any time or place the council might suggest the saul sanitary condition of the county jul jail and other county buildings la Is deplorable and I 1 have been informed and I 1 believe correctly hy by the county physician that much of the sickness in the city j jai a i I 1 is being and has been caused by I 1 improper proper sanitary regulations the buildings mentioned are not in the sewer district but what we want to is to be allowed to make connections connection 4 with the filth fifth south sewer drain or to receive such information as will council mau hall had submitted the following to the honorable mayor and city council gentlemen by request of the city auditor I 1 submit the following statement of expenditures since I 1 took charge of the waterworks water works freight and material 64 54 extensions of mains labor 98 maintenance of plant 09 services 80 emigration canyon pipe line labor 96 olty city greek pi pipe a line labor 49 repairs city areek creek 00 10 hydrant and valve boxes UK 1 16 15 oom commercial mercha street 55 capital hill reservoir 32 00 miscellaneous 80 total 81 this statement included the iron pipes for the sewer department As the statement was too vague and indefinite to give sufficient information the matter was referred with a request to be more specific superintendent of waterworks water works reported the amount of taxes collect ed for the construction and extension of water mains as follows since february 1890 to date to and including december ad REPORTS OF CITY ENGINEER city engineer reported that according to authority and instruction he had ordered feet of pipe to be added to the well driven i in a liberty park and from which the water had bad ceased to flow and that the work had been done by hynes b auer at a cost of and recommended that the amount be placed on the appropriation list adopted and request granted the same officer reported that lie he had bad established lines and made estimates of the cost of a suitable conduit for bringing in the waters of parley Is s canyon and such a conduit of brick or concrete and located so as to discharge into the north branch or twentieth ward would have to be three feet in diameter and feet in length and the cost would be the construction st of the conduit would practically double the present water supply adopted the same official reported that he had made calculations to determine the amount of material which would be needed to move on the work of grading first east street between north temple and the capitol grounds and if a 12 13 1 3 per cent grade should be adopted and executed there would be 12 cu cubic b ichards yards of material in excavating and 2750 cubic yards of material in embankment and if a 10 and two third percent per cent grade be adopted ad opted there would be cubic yards of material in excavation of cubic yards of material in embankment to be moved an exchange of lots between the city and individuals as contemplated by the former action of the council would have to be effected before the street could be opened north of the land recently purchased from mrs thompson committee on streets the city attorney reported that the petition of the security abstract company to have connections made in certain deeds issued by the city to private parties was just and should be granted adopted the committee on license recommended that henry pinkus be granted permission by li license oense to conduct a saloon near the warm springs councilmen Coun oilmen hall and james were opposed to the granting of a liquor license in that locality as it was too remote from police protection and that crime would run rampant at that place if the license were granted but the councilmen referrer refer to wasted all their rhetoric and arguments by being voted down mr pinkus will open a saloon near that resort immediately 91 VARIETY THEATRE the committee commit toe on license also recommended that the application of E J perry and company for license to conduct a saloon in the basement of the franklin avenue variety theatre be granted councilman hall opposed this recommendation also saying that the basement was connected with the amusement admust ment rooms at least I 1 have been informed that there are means of communication between the two places councilman pickard I 1 do not think that there is any aperture or direct opening leading from the baci bument ement to the amusement halls above and I 1 am of the opinion that the license should be granted councilman hall it is an easier matter to prohibit than control granting that there is no aperture between the two places or rather that the one that was there has been barred up say it would not be long after the granting of the license until the bars bare would be removed I 1 shall oppose the granting of the license councilman cohn I 1 am nobody s champion and nobody nob odys Is mouthpiece but if we find there is anything wrong we can hereafter revoke the license councilman james in IM view of the violated pledges of the variety theatre company to allow them to conduct a saloon in the building is the height of monstrosity st they rhey obtained their license by misrepresentation saying that they would conduct their show house in a manner that would do credit to our city their performances were to have been pure and chaste as those of the salt lake theatre have they been me such h I 1 tell you we have got a load on our hands bands councilman pembroke I 1 understand that these gentlemen come be here re with letters of the highest recommendation ommen dation as to character and good reputation and it will be working a hardship against them to renee refuse them this little request there is an old and good rule which la Is judge not lest ye be judged land and I 1 think we should honorl t in this instance I 1 am in favor of the license aen councilman hall moved to defer action for one week councilman cohn when the walker opera house was opened and for two or three years thereafter a saloon and aad liquor house was conducted in the basement of that building but it subsequently closed for lack of patronage this one may also be compelled to close for the some same reason I 1 do not think we should deny the application councilman james jamee seconded halls motion to lay the matter over for one week councilman pembroke was in favor of the original motion to grant the license and adopt the recommendations ions councilman hall hail read a clause from the charter showing that action 00 committee on cemetery THE WARM SPRINGS the committee on public grounds to whom was referred the petition of edward byrne and henry barnes asking for a lease on the warm springs recommended that the springs be leased to the petitioners petition ers they agreeing to place at least awo worm 01 improve mente upon the property within the first year and to pay a monthly rental of for the first three years a mouth for the ensuing two years and a month for the last five years councilman lynn 1 I am in favor of leasing the warm springs for the term of lave five years and would like to have an instrument of writing drawn up to that effect with a sav ing clause in it that the city can regain possession of the property on payment on a certain amount of money to the party or parties leming leasing lemr r the same and that the thatter be deferred for one week with instruction st to procure printed copies of the lease at the next meeting carried CLAIMS committee on im improvements p movements rove ments reported as follows in the apponyi claim in pursuance of your instructions of november 11 have since that date 4 been negotiating with mr 0 E apponyi in the effort to make a settlement with him for work performed on the city cit and county building in our negotiations we have the aid of the mayor and city attorney and at a aith joint meeting e eting of the county committee with us ua at which the mayor and the county and city attorneys were also present it was voted to recommend mend to the county court and city council and that a settlement be b made mr C E apponyi for all services to date by paying him the sum of as per his proposition adopted and oue one half the amount placed on abe appropriation list the committee on sewerage to whom was referred the petition of ef post poat quartermaster woodberry wood berry asking that fort douglas be connected with the sewer system recommended commended ed that the same be not dot granted the committee also reined reported adversely upon the petition of C 0 whittemore for permission to make sewer connections A adopted the city engineer with the committee on streets recommended that the two street railway companies be required either to occupy one road beti bed on tenth east street between fourth and fifth south streets or that the salt lake city railway company be required to move their track four feet nearer the curb line next to the corner of the salt lake brewing companes Comp Compa anys nyls works some discussion arose over this but two members moved to defer action for a week and under the previous ruling it hid bad to go over CEMETERY ORDINANCE councilman cohn then offered a bill relating to the narrowing of a certain street in the city cemetery it is as follows an ordinance altering the width of a certain street in the city cemetery of salt lake city section 1 be it ordained by the city council of salt lake city that the street running north and south on the east side aide of plats plate E F H and B in the city cemetery of salt lake city being three rods wide be and is hereby altered and changed by platting one rod in width of the centre of said street and leaving two streets one on each side ther thereof eor each one rod in width section 12 2 that said two streets of the width of one rod each are hereby dedicated to the public pu buc use and the one rod in width between zid said streets shall become a part of the city cemetery and the public easement thereon is hereby aboU abolished shed sections section 3 this ordinance to be in force from and after aft erts its passage councilman hall in the matter of the bill before us I 1 move that action be deferred for one week after some of our recent hasty actions and the boast of some of the members that they would not be in favor of passing any ordinance on the night it was introduced I 1 think we should be a little more careful the ordinance was passed however on motion of councilman conn cohn on a vote af eight eyes ayes and three noes resolutions councilman pembroke then I 1 introduced trod the following resolution resolved that a special committee office of five members of this council be appointed to consider the die feasibility of joint construction and use of an underground der ground conduit for the cables of the telegraph telephone and electric light companies and proprietors of other electric systems except street car system now used in this city within the boundaries of south temple and fourth south and first west and second east streets adopted appropriations the following
