Karr lck spafford and pendleton WANT TO PAVE E B wicks et al property owners on state street asked that said str street ee t be paved with asphalt from south temple to fourth south streets at the earliest convenience of the council laid on the table ANOTHER PAVING proposition the salt lake adamant Str mastic paving co by W H remington proposed to give an opportunity to the council otin cil and board of public works to post themselves as to the merits or demerits of the str adamant pavement they offered to pave and gutter the intersection of second south and west temple streets with aj 4 inches of concrete with a ij 1 inch str adamant asphalt top making 6 inches all the work to be done under the supervision of the board of public works with the understanding that the U company should receive the same price per square yard as the contract price paid for the balance of west temple street viz per square yard to be paid when the work was accepted and the balance when the contract on the street should be let the company offers a guarantee of five years on the pavement and announced their readiness to begin work at once PAVING DISTRICT NO 1 the following report from the committee on streets was read to the honorable mayor and city council gentlemen we return herewith the report of the city engineer with his estimates for paving curbing and guttering district no I 1 with the recommendation emendation men dation clation that the bouncil council as a body consider the estimate and decide upon the cost material and method we will ray that thai the estimates are in excess of what we had floured figured upon and the probable cost of the work gouid would be inside the estimate in our judgment by 11 mayor scott called mr cohn to the chair and took the floor chessid he said it must be more or less plainly apparent to the council that for us to pave as large a district as proposed Is simply out of the question the school board demand the issuance of bonds to carry on their work in answer to the question as to how bow much money the school board called for may mayor or scott replied six hundred thousand dollars and in that I 1 think they are unreasonable if their demand is complied with it will cripple every department of this city and thus obstruct needed improvements paving of the streets proposed would under the circumstances be entirely out of the question I 1 realize that the school board are laboring under a great reat disadvantage at present for i lack 0 of f means they are crowding children in to any and all kinds of buildings that can be secured school houses are badly needed and must be built but I 1 think the board ought to reconsider their last action and adhere to i their original demand for As president of that body I 1 shall use my I 1 influence ence in that direction ili mr karrick mr mayor how much of a bonding capacity have we left mayor scott about mr lynn I 1 should like to know mr mayor whether or not you have consulted with our city or other prominent atto attorneys orneys as to the legality of the school board being allowed to bond the city on an additional levy of a two per per cent tax exclusive of the four per cent levy by the city mayor scott replied in the negative mr lynn I 1 have consulted with a number of our best beat attorneys and it seems to be the prevailing opinion that the school board have a right too to a two per cent levy in ic addition to the regular four per cent tax mayor scott I 1 do not think that can be done if I 1 it t could the school board would ask for mr parsons I 1 also consider the demand of the school board as being unjust it looks to me as though the money was asked for for no other reason than it was expected that we would yield to the demand without remonstrance mr james gentlemen I 1 think and so do many other business men of this city that paving should begin on main street locate ai district where you will I 1 sincerely believe that it is in radically wrong to exhaust our bonding capacity on the paving proposition if we pave as propose pro pose dand issue school bonds as demanded our bonding capacity will be entirely exhausted and there would be nothing left for our successors we certainly ought to leave them a little to work on mr karrick property owners on state and west temple streets have requested that those thoroughfares be paved in my opinion their petition shoula should be granted mr james if the money was forthcoming it would be all right but as it cannot be without resorting to desperate straits I 1 contend that it is necessary to out down the district one side or the other must give way either the council or the board of education must call a halt mayor scott I 1 would recommend that the street committee or some other committee be appointed to confer with the property owners on the streets in question and thus ascertain how many would be willing to pay abr paving at once mr james I 1 believe that the sug bation of the mayor is a good one yet I 1 I 1 believe that the district should be out cut down mr spafford I 1 move that hereafter whenever 50 per cent of the property owners on any street within the district from the west side of west temple to the east side of state street and from the north side of south temple to the north side of fourth south streets auk ask to have the street abutting their property paved that the prayer be granted the motion received no second mr parsons commercial street to is not included in any district the property owners on that thoroughfare petitioned titio ned to have the street paved with asphalt aop balt but the contractors have turned the work over to another company which is about to begin to pave with bituminous rock unless this is prevented the city will have to pay for it 92 the property owners are opposed to the use uee of that kind of material and will not pay for it mr james moved that the city attorney be instructed to frame ordinances creating six paving districts as follows no nol 1 from west temple to south temple to the north line of fourth south no 2 main street from south temple tempie to the north line of fourth south bauth no 8 3 state street from south TU temple nl le to the north line of fourth 8 bouab h no 4 first south street from west temple to state no 6 5 second south from west temple temple to state treet street no 6 third south street from west temple to state these districts will comprise eighteen blocks as against six blocks not included in district mr cohn announced that at to nt nights ilits session he would bring in an or ordinance lessees lessels of the warm springs property represented that there was a clause in their agree ment with the city which prevented them from sub leasing any part of the premises and asked that it be so modified that they could lease a portion of the ground for any legitimate purpose that they might see fit committee on public grounds wm brice called loff to the bad condition of south temple street between fifth and ninth west streets ana asked that it be improved without delay committee on streets the salt hake biake city railway company asked permission to lay a switch from the terminus on waterworks water works A SECOND VOLUME the following petition was received read and granted to the mayor and members of the city council gentlemen in may 1883 1888 at the becom emendation men dation of influential citizens I 1 was appointed by the city council of salt lake city to write and publish blish a history of salt lake city lair after three years of labor under the direction of a supervising committee the work was finished and accepted by the city council I 1 am now engaged on volume 11 II bringing up the history of the city an and the municipal notes and review from december 1886 1885 to date and for authenticity and completeness ask for permission m to consult the city records and d th the courtesy conr teay of your departments in the me execution of the work I 1 remain faithfully the historian of sait Salt Lake ke city ty E W CITY RECORDERS REPORT city recorder jack reported the filing of lists and plats plate of sidewalk notices from no 9 to 17 inclusive the same officer reported the completion cletion of notices no 92 95 96 adopted LIBERTY PARK FENCE the committee on public grounds after investigating the feasibility of fencing liberty park on the north and west sides recommended that a post and chain fence be erected that the posts be not more than 12 feet apart and that two chains c painted black be suspended there from the estimated cost being 1600 1500 mr james while I 1 favor the erection of a fence very much I 1 am doubtful about the city being bein able to todo do the work at present and therefore move that it be referred to the finance committee with instructions to report on the advisability of adopting the report at the next regular meeting of the council mr conn cohn to refer the report of one committee to another seems memo to me 11 like ke childs play we should take some decided action in the matter and that tonight mr pembroke I 1 should like to know whether or not home material lit in to be used if the report to is adopted mayor may or boott scott the posts will be of the locust trees growing in the park but the chains will have to be imported mr pembroke I 1 cannot be a party to such each gross injustice one of the strongest planks in our political platform was salt lake work for salt lake workmen for one I 1 do not I 1 propose to support a gang of iron manufacturers manufacture ro in pittsburg or elsewhere when we can obtain the material desired in our own territory mr noble I 1 am opposed to the erection of any kind of a fence around liberty park I 1 think the ground should be left open mr hall 1 I also am opposed to fencing public parks in all of the leading cities or of the country the public squares are left unfenced on motion of mr pickard the matter was laid on the table for one week IT WAS the report of the committee on police was read and adopted REPORT FROM THE COMMITTEE ON LICENSE the committee on license reported as follows that the application of stew art Ss richter for a retail liquor license at 61 51 franklin aven aveD granted that the petition of thomas ferro to erect and maintain a fruit stand at west first south street be not granted ra n ted that the petition of mrs C W E lewis awls asking for a rebate on a dog tax be not granted adopted FROM THE CITY the report of the city engineer submitting profiles of street and sidewalk grades for approval was read and re berred to the committee on streets AN EXCESSIVE AND burdensome TAX the following petition signed by nearly property owners was read and referred to the committee on water works to his hid honor the mayor and members of the city council salt lake ke city your petitioners petition peti donera ers respectfully represent that they have been informed that there is no ordinance in force making it obligatory on your honorable body to assess for extension of the water mains by the tax of four mills on the square foot as said assessment to is now levied therefore your petitioners petition ers ask that the method be discontinued bemuse because said add tax is excessive and burdensome that the extension of the water mains be made by general taxation as in other cities that provision be made for refunding those persons who have been taxed for extension of water mains and whose advance money is now being used by the city without interest according to the amount standing to their credits on the city and has reached that volume where competition by the various newspapers would dou doubtless bt result in less expense to the city therefore be it resolved that the city recorder be instructed ted to publish for ten days a call for bids for the advertising 00 the city go government v ern ment the bids received to be opened within this council and the oon contract let to the lowest responsible bidder mr pickard 1 I am opposed to the adoption of the resolution as it now stands the circulation of the various papers must be taken into consideration as well as the rates of advertising |
