anderson And ereon noble pickard lynn lynnard and cohn PETITIONS W H smith asked to be allowed to erect and maintain a fruit stand at the corner of west temple and second south streets af committee on license the salt lake city street railway company asked for a franchise to construct and operate an electric street railway on fourth east to roper street granted william P reed superintendent nt of the salt lake city street railway company asked to have the street cstreet amp lamp posts removed from south temple streets street east of east temple street committee on streets J R bost boat asked for a rebate on license committee on license H W lawrence and others asked that samuel carlisle be appointed supervisor of sidewalk paving referred to the board of public works C A carlquist asked that fourth west street between sixth and seventh south streets be put in passable condition committee on streets the burton barton gardner company asked permission to lay a 2 inch pipe from tl tle the e water main to their yards on eighth south at their own expense committee on water works THE B R 0 W proposition E A welby of the rio bio grande western railway company presented a communication in which he be stated that his company would comply at once with the order of the council requiring it to plank certain street crossings he requested that sixth went between second and fourth south streets be granted to the company and the company would deed to the city a street through the centre of the block adjoining sixth wei street on the west for the same distance this would bring the railway yards together and would be safer and more convenient to both the company and the public mr welby also asked permission to put tracks on the east half of sixth west street and a track on the west from second to eighth south he suggested that a COmm committee ittes be appointed to meet with him and discuss these matters the matter was referred to a special committee abom THE CITY ENGIN ENGINEER city engineer doremus reported that he had bad set stakes on seventh west street in accordance with the petition of the rio bio grande western adopted the same officer reported that he had arranged for right of way for the parleys parley canyon conduit through a portion of section 22 township 1 south range 1 east for approved the same officer recommended that the map and profile of the switch from the union pacific track to lot 5 block 80 30 plat A be approved adopted assessment PLATS FILED recorder jack reported that the assessor had filed the plats plate and lists for the assessment of property for the construction st of sidewalks in districts 1 2 6 5 7 and 8 adopted THE LICENSE QUESTION the following letter from city auditor hoag was read to the honorable mayor and members of the city council gentlemen in answer to a request regarding arding the license department of the city ty I 1 beg to represent that I 1 am familiar with all or of the work connected with the issuing of licenses and collecting money in payment and I 1 believe that it has been attended to in a more thorough and systematic manner in the last few months than ever before I 1 have a list of firms who had formerly paid lity license but were delinquent all the way from one to four months at the time the change was made from the recorders to the treasurers treasur ers office and also a list of firms arms who had never taken out a license at all and were doing business in violia tion of the city ordinance these were all looked up and made to pay in lose less than thirty days from the date of the change and since then new firms have been carefully watched and licenses collected from them as soon as they began business the revenue has thus been increased fully 30 pet pel cent As the work is now divided it is almost impossible for mistakes to occur inasmuch as each department checks the other and I 1 do not see how the present sy system stern can be improved in any way A resolution introduced at the last session of the council states that the salary of the deputy treasurer is per month this is wrong as a month is all he has ever received per month from the city the treasurer has been paying him 25 a month out of his own pocket as the work performed is fully worth it IL received and filed ON STREET improvements the committee on streets made the following recommendations that the permanent per manant grade on first south street between fifth and ninth east as reported by the engineer be app approved roved that the petition of spencer clawson and others asking that the name of first east street te be changed to state street be granted that the petition of J C conklin and others asking that south temple street east of sixth east be repaired be granted that the petition of J K gillespie and others asking king that first north forth street be repaired be granted adopted CLAIM FOB DAMAGES the committee on claims to whom was referred the claim of N S larsen lareen for 1500 damages for injuries sustained through falling into a trench in front of his premises on south temple street on june oth 1890 recommended that the claim be compromised for the report was adopted and the amount placed on the appropriation list THE QUESTION the following report was waa received from city recorder jack to the honorable mayor and members of the city council gentlemen I 1 beg leave to report that the notice of intention to sprinkle the streets in sprinkling district no 1 in salt lake city has been published in accordance with the law and ordinance in such cases provided and no protests have been filed in my office against the carrying out of such intention except we ones hereunto attached which represent only a small part of le the property to be effected or benefited by sald said improvements adopted immediately after the above report came the following petition signed by property owners representing feet frontage to his honor the mayor and members of the city council salt take lake city your petitioners petition ers respectfully represent that they do hereby protest against and object to the carr carrying baing out of the intention of your honorah honorable e body to sprinkle the streets constituting sprinkling district no 1 salt lake city published by order of the city council m made e march 24 1891 and we suggest that the assessment for sprinkling the streets be graded according to the benefits to be derived either by values of properties so benefited or in some other just and equit able manner laid on the table for one week FROM THE LICENSE COMMITTEE the committee on license made the following recommendations that thomas barlam and levy kalesky be granted retail liquor licensee that the following rebates be allowed brokers on unlawfully collected adopted ANOTHER RAILWAY BAI tWAY A resolution was offered by mr cohn granting a franchise to the salt lake city street railway company to construct and operate by electric or cable motive power a single or double track street railroad together with all the necessary switches for the accommodation mo dation of said road on the following streets of said city first commencing at the intersection of first south and eighth west street thence south along eighth west to the of second south street streel second commencing at the intersection of fourth east and ninth south streets thence south upon so much of fourth east street am aa has haa been dedicated to bublic public use to the south boundary 0 of tenth south or roper street laid on the table for one week PAUL VS PEMBROKE mr cohn presented the following in behalf of samuel paul supervisor of streets to the honorable mayor and members of the city council gentl gentlemen emen in the issue of the tribune of the dinst to is published an article the work on the streets a cop copy 0 of which I 1 hereto attach inasmuch as the said article appears from one of your own aw M members and to the citizens must be considered as official and further since the said publication is a direct charge against my integrity inte grit y and a gross accusation ace u a a as to my qualification qualification for the d discharge of the office to which you have appointed me and as it also contains other er matter of my reputation as a citizen I 1 must respectfully ask that you cause these charges to be investigated ti and all my acts and amounts accounts since anoe I 1 entered upon the office of supervisor 11 of streets be examined to the anut e est at detail and I 1 most emphatically deny any and all of the charges as they appear before the public I 1 have the honor to be very respectfully SAMUEL PAUL supervisor of streets mr pembroke I 1 deny the charge that there is anything official about the communication rt it but expresses my individual opinions when I 1 am refused that right I 1 don dont donit it want to live a day longer I 1 move that the matter be referred to a committee with the mayor associated to investigate and I 1 want to be cited before that committee the motion to refer was carried mr conn cohn introduced ordinances providing for the paving of the following districts which were read the first time and laid over until friday night when a special meeting will be W held for the purpose of further discussing the paving question in district 6 both sides of third south from first to second east in district 6 both sides of third south from second to fourth east in district 17 the south side of south temple from fourth to eighth east in district 5 both sides of third south from east to west temple in district 6 both sides of third south from east temple to first east WILL IT BE BB GRANTED the following resolutions adopted by the trades union of this city on the dinst were presented whereas we deem it necessary for the promotion of the laboring classes that an eight hour work day should be inaugurated abed and whereas A number of contracts are being lot let from time to time to construct buildings sewers do public printing ete etc therefore be it resolved that we petition the m mayor a or and members of the common counis council to enact and enforce a law making eight hours to constitute a legal work day on all work to be done for the city be it further resolved that we urge upon our city fathers to give union men prete renoe where skilled labor is employed resolved that we petition our common council when about to let a contract that union labor shall be employed resolved that a copy of these resolutions be sent to the next meeting of the
