19 of the present year I 1 have made and herewith submit an estimate of cost tor for a reservoir and ppe pipe line for supplying water to those por ans of the city known as the north anch and capitol hill erill 11 to distribute the water as high as thirteenth street it will be necessary to locate the gatehouse feet in elevation about the gatehouse of the to present resent twentieth ward system creek canyon with the view to setting apart and dedicating so much thereof as an may in their judgment aftem best beg t for a public park and that they be requested to report on their recommendation in regard to same at as early a date as possible AS TO THE ME the committee on finance submitted the following report your committee on finance to whom wab referred the annual report of the city treasurer recommend that the same be received and filed and so much of it as will be of interest to the general public published referring to the changes recommended in ill license rates your committee after careful consideration do not consider that it would be j just net to abolish the merchants license and allow the tax to remain on other lines of business that pay fully as an much tax as the merchants the city is in not in a condition at present to do away with this entire revenue we therefore recommend that the merchants teP license kne remain as it is in until such time as an the city is in a position to get along without this source of revenue in regard to th the liquor license we recommend that no license be issued for a shorter period then than six 6 months we further farther recommend the adoption of the attached schedule of license rates which agrees with the recommendations of the treasurer with but few exceptions the recommendation that each department shall hereafter make a settlement with the treasurer once eacho month it to remain optional with the department to make settlements iftner oft ner and that the auditor and treasurer make a full and complete report to the mayor and the council once each month we think should be adopted we also favor the adoption of the recommendation in regard to the deputy treasurer we attach hereto a supplementary imposing a special tax on that class of individuals simply because they have a small forge and a few tools when the blacksmith with a large forge and many tools is not required to pay an additional tax am if one is licensed then the other should be also the same argument will hold good with reference to barbers barbars dentists and a host of similar pursuits that are untaxed mr james perhaps I 1 pay out as much or move more money in a year for assaying than any ether man in the country and am thoroughly familiar on that subject I 1 think tle the license should remain as a guarantee of ability mr hall it does not require a great deal of ability or capital to become an assay essayist or to pay the 12 license mr lynn that is true but if a man is irresponsible his license could be revoked and that would be a brand of disqualification in my opinion the license is a protection and should be retained the motion to strike out was blosl loet when the building loan n and din count association associations extract enormous rates of interest from those of our people m le who are compelled compell ed to borrow money fr from om theta them only yesterday a case came to my knowledge where local parties are paying 24 2 per cent on a large loan obtained through one of these associations I 1 think the tax should be increased rather than abolished the motion to abolish the license was lost ur mr
