BLOCK the following petition was read to the honorable mayor and city council of salt malt lake city I 1 Gent gentlemen leinen several seve rat weeks ago I 1 petitioned your honorable body for fora a lea leao leac c of what is commonly enmin only called tile for block of this city for a term of years at a nominal rental for depot purposes of the deep creek railway I 1 was induced to lilo file my petition because of the fact well known to all that there exists a necessity nece eity sity for a railroad rt running inning west from salt lake city into the state of nevada aur citizens were so anxious that the road should bo be built that they had in the past every reasonable assurance of heir their desire to furnish such euch aid a as thov they could in furtherance of the for several weeks past I 1 have been engaged in the preliminary work necessary to be done before commencing tile active work wor k of railroad building it is well known and universally conceded that the fort block for which I 1 asked a lease is not located jn in a section that renders it particularly valuable for public purposes and the innab tants of the city have never yet received in any way any benefit from the block it isso is so situated situate dasto as to bo be valuable for depot purposes poses although there seems to be a anani i desire upon the part of the public to aid and hasten the building of the projected railroad tile policy of leasing the block for a term of years vears at a nominal rental has been questioned in some quarters and tile the matter has remained in abeyance since my petition was tiled filed under the circumstances I 1 herewith submit an amendment to my my former proposition I 1 poopoo now to purchase tile the F for block upon tile the following terms i 1 I 1 will pay to tho city I 1 lie sum of for said property kropet ty when miles of road are constructed 2 the deed for said block to 0 o be executed by the city and delivered to inland the sum mentioned to lo bo 10 paid by me to the city when miles of tile the doop deep creek railto railroad Rail roid i d shall have boon been built to tile west and cars running through from this block this petition to bo be granted upon the express condition that work be commenced upon said road within binet ninety days and continuously continuous Iv prosecuted ted untra until said miles are built excepting coping ox only such delays as may be caused by the elements or such other thing that are unavoidable paid faid road to be built to deep creek within eighteen months and the balance of miles within two years yeara from this date if my proposition is accepted the city W will ill receive a fair compensation for the land and at the waine same litno lime it will aid the railroad project and enable the company to build the road the acty will not part with its title to the property until two hundred miles of the road are actually built and in operation and said paid to the city the road itself being deemed by me a sufficient consideration for the block the city will then turn into its treasury a sufficient amount of the money to enable it to do its part towards the erection of the proposed city and county building or to increase the cites water supply 3 1 therefore respectfully suggest w hother bother a railroad extending westward into the state of nevada together with lZ will not bo be of more subscribed thousands of dollars towards it but bul it is no nearer completion today than when tl llie project C 1 was wag first set on foot I 1 hive have interests inte rusts t 8 to protect in that legally dispose of that property if it is done I 1 shall test the lawfulness of the transaction even evento to the carrying of it to the court of last resort mr pembroke 1 in n deference to mr pickard I 1 will temporarily withdraw my motion the Vi matter Iatter was finally referred to the committee on public grounds TO SECURE THE WATER the following resolution was submitted by councilman pendleton whereas it is the intention 0 of buur aur honorable body to convey the wat waters rs of parleys creek canyon to this c city t by the means of a conduit at a consid considerable e rable expense to the city and whereas there have been several locations made in said sad canyon in the last few years and if said parties are allowed to in peaceable possession they will acquire a title to it by law therefore be it resolved that your Lonor honorable ablo b body dy appoint a committee to investigate and nd to rouffy said parties 1 ales not to nse nee sall sah water in said creer creek and that the committee be instructed to see what water rights can be secured at a reasonable price and report at an early date committee on irrigation MUST LOWER THE GRADE the following report from city en gindler doremus was read to the hon mayor and members of the city council gentlemen in accordance with the requirements quire ments of your resolution of the alth dinst relative to the location of the grade of the he salt lake and hot springs railway and in reference to the accompanying n petition and communication on ake the same subject I 1 beg to report that I 1 find a portion of the embankment complained of by your petitioners petition ers to be from four to five feet higher than the final street grade will probably be and inasmuch as it will necessarily have to be lowered at some future time I 1 recommend that it be done before the track shall have been laid ae the cost to the company will be less subsequent time I 1 also find that the afie railway line near mr Folso property lii lo 10 located bated so o as to occupy and destroy a portion of the graded wagon way and leavena leavell deep and dangerous cut for six or seven hundred feet in length the been protected by the erection of a fence which it if properly maintained and the width of the wagon way restored as proposed in the communication muni cation of president bamberger wil will leave the boadas good or botter better than formerly the work of widening should however be done with that of exacting the railway 1 grade asa As a proper precaution against having our streets unnecessarily disfigured through the work of construction by the several companies having franchises to build railway lines along the same 0 1 I recommend that each company be required to submit maps and profiles of all proposed work for the approval of the council before proceeding to build any portion of their lines adopted NOTICES OF INTENTION PUBLISHED report of the city recorder of the completion of publication of notice of intention for extension of water mains on thirteenth east street midway between second and third south streets street a to midway between third and fourth fourt streets was read and filed FRANK GLENN APPOINTED POLICE SERGEANT mayor scott reported that he had appointed patrolman frank glenn to fill the vacancy caused by the removal of michael cantland Cant lan committee on police MORE MEN WANTED city engineer doremus asked for authority to employ more nen men to prosecute work on the parleys creek conduit granted FOR THE APPROVAL OF MAPS AND PLATS city attorney merritt reported an ordinance amending section I 1 of the ordinance authorizing the city engineer to approve maps and plats plata also a deed conveying to the utah nursery company co mcany certain abandoned lands of the skit salt lake A jordan canal for the bum of adopted REPORTS 0 K the committee on sewerage to whom was referred the reports of the engineer and superintendent of sewerage stated that tha t they had examined them and found them to be correct and recommended they be accepted and placed on file adopted A CLAIM SETTLED the arbitrators appointed to arbitrate between the city and hanlon benson on the batters lat claim for extra work done at engine house no I 1 recommended that the sum of be paid the contractors in full settlement of their claim adopted IN HONOR OF GENERAL SHERMAN mr armstrong offered the following resolution resolved that it bo be the sense of this council that appropriate resolutions be adopted by this council in honor of general W T sherman now deceased adopted and councilman andersen anderon and mears noble and armstrong appointed to draft the resolutions and present them at the next meeting of the council THE pawnbrokers PAWN BROKERS ORDINANCE the bill for au an ordinance providing for licensing aud and regulating pawn brokers was read by title and laid over for one week theard the ordinance cnance creating the offices of captain of police and three deputy sergeant s and providing for their appoint ment by the mayor was taken up anti and passed THE SCARCITY OF FUNDS PREVENTS PROP PROPER ER POLICE protection the committee on police offered the following report which was adopted and the nominations confirmed your committee to whom was referred the marshals report for the ho year ending december 31 1890 beg leave leare to state that they have examined the same and especially the recommendations therein vi viz to increase the police fore to fifty men the he city to purchase the buttons and other oilier regalia used by officers of the force and to have levs 0 a certain class clam of criminals photographed we are fully aware that an addition of fourteen men is desirable and would add greatly to the efficiency of the force yet the present number of men have ha e in a creditable manner preserved the peace and good order of the city during the fall and winter months when more rough and lawless characters gather than at any other season of the year and taking into consideration the approach of spring which will no doubt relieve the city from many of this class of persons and the scarcity of funds in the city treasury we do not feel justified in recommending any additional expense at the present time but in the near future would favor the adoption of the marshals recommendations ions and d also the establishing of a police station in the western part of the city in the vicinity of the depots wo recommend that the marshal be authorized to purchase a horse for the patrol wagon to replace the one which died and that this report be received and filed we also recommend that the mayors nomination of the following officers be confirmed W B parker captain john donovan and ed jenny sergeants STREET sprinkling mr parsons
