and twenty one others asked that his license as mer chandise peddler be remitted committee on license the chamber of commerce requested the city council to erect street signs at the intersection of lowered committee on irrigation nomination CONFIRMED the nomination of C S crane as deputy recorder was unanimously confirmed THE REPORTS ARE ABE 0 K report of the committee on fire department part ment recommending that the reports to of the chief of the fire department mr for quarter and year ending december 31 1890 be received anti and filed and that the yearly report be published adopted MERCHANTS the following resolution from the chamber of commerce was received and rew read resolved that it to is the sense of the board of directors of the salt lake chamber of commerce that the recommendation men meu dation contained in city treasurer walden Wal dens annuel report to the mayor and city counell council of salt lake city that merchants mercha DW license be abolished be hereby endorsed and that the city council be requested to make such change committee on finance mr pembroke called attention to the fact that the fhe great salt lake hot springs railway company had constructed ted such a grade on third abw west street that the people living on that street were indignant over it the grade was so high in some places that it was impossible to drive over it and he thought it was an outrage referred to the city engineer FRANCHISE ACCEPTED A communication from L cham C ham ilton in which that gentleman signified his acceptance of the franchise recently granted to him by the council to construct and operate a street railway on second south street west waft read and filed the city engineer stated that it was the practice of owners of subdivisions to co have their plats approved after which they neglected to file them for record the matter was referred to the committee on municipal laws with instructions to submit an ordinance governing the same POLICE OFFICERS OFFICER SALARIES the ordinance creating the offices of captain of police and three duty sergeants was read twice and laid over for one week the ordinance provides that the mayor by and with the consent of the council shall appoint from the police force a captain of police and three duty duly sergeants the captain shall receive per month and the three duty sergeants each per month POLICE OFFICERS APPOINTED mayor scott then sent bout in the following in nominations captain of police W B parker sergeants john donovan and rd ed jenney committee on police AS TO pawnbrokers PAWN BROKERS an ordinance relating to pawn brokers was read and laid over for one week the ordinance provides that any persons persona who loans money on personal property or buys such property on condition of selling it back again to the or who loans or advances money on personal property by taking a chattel mortgage there thereon orr is a pawnbroker that no person shall engage in this business without previously obtain toga ing a license all persons before receiving such a license shall produce to the mayor or council evidence of their good character every receiving such a license shall pay into the treasury a tax of pur per annum and no license shall be issued for a less period than sit alit months every pawnbroker shall keep a memorandum of all articles received the amount loaned on them and the name of the person pawning them and this shall be open to the inspection of the police authorities every pawnbroker shall deliver to the chief of police each day except sundays a description of all goods received no lawr broker r shall receive any greater rate of interest than per cent per annum upon any loan not exceeding 25 or 30 per cent per annum upon any loan exceeding the sum of 26 25 no pawnbroker shall receive any article in pawn from a person who is intoxicated or who is known to he be an habitual drunkard a thief or an insane person or from any person under the age of twenty one years nor shall any pawnbroker employ any clerk under the the age of sixteen years nor shall he receive any goods before the hour of 7 am or after 9 pm any person failing to comply with the ordinance shall upon conviction be fined in any sum not less lees than 20 nor more than for each offense ofie nse and upon second conviction the council v may revoke the license SITES the following resolutions were submitted by mr pembroke whereas the united states government about two years ago ao appropriated funds to provide for the selection of reservoir sites in certain sections of this country and I 1 whereas that utah lake was selected as an a site for such reservoir by the government for that purpose and whereas such agent did recommend and secure the withdrawal from purchase and settlement of all government lands bordering on said lake and that an appropriation pria tion should be made by congress to purchase contiguous lands for the purpose of storing water thereon and whereas by bringing to this city a greater quantity of utah lake water we shall be enabled to increase our supply of water to the extent of many millions of gallons daily which will be of inestimable value to this city therefore be it resolved that an agent be appointed to visit washington and urge such action upon congress as will cause consuma consula tion of the establishment of this government
