clute were present As there was no quorum the objections were merely filed for future action linfred A hendricson Elend guardian of the minor heirs of amelia barnam asked that the tax be abated this year as the minors were dependent on their relatives for support mrs J D thompson asked that her taxes on a certain property be remitted for the past two years as such property had been used without her consent as a public highway the salt lake city brewing company asked their taxes be reduced on account of tho the loss loas by fire which they had bad sustained annie moulton asked for a remittance of taxes on account of ill health maria newell asked for a reduction iou on account of the assessment being too high mrs C N abbi robinson asked for a reduction as she is isa a widow and had a large family sarah Mau trip an aged lady in poor circumstances asked for a reduction of her taxes mr josephine spear owned property now assessed at about forty thousand dollars this he said was an enormous increase over last year yearns Is valuation and was entirely too high james mcguffie McGuff le said he was seventy seven years old but no fool yet he had lived in utah over thirty years and had fought the mormon church yes he had bad fought the dragoon in his don den but he wished to say that the mor mons had never treated him unfairly in the matter of assessing as the liberals whom he had helped to elect had done he owned a piece of property p i in the twelfth ward the mormons cormons had always assessed him fairly but what had bad the gentiles done why they had assessed him at 1600 a rod he was an old man and might be in his dotage I 1 but by george he was not insane he approved of the improvements made by the liberals but he wanted a fair shake J H parry objected to the valuation of placed upon his property it was three times too high he said edward hornets hornes assessment on lots 1 to ain block 33 plat E is he had offered this lot for on part of lot 10 block 34 plat E he was assessed at 1700 he would t tike ike tor it walter squires was assessed on one rod more land than he owned several other objections were made and the board then adjourned until august at 8 the city council met again august as a board of equalization the mayor councilmen marions par Pa lons rions pembroke lynn pendleton noble and spafford being in attendance mayor scott stated for the information of those who were dissatisfied with mr clutes assessment that there was a change iu in the method of assessing this year last year property was assessed at only 60 per cent of its value while this year it was assessed at its ita full value F kessler who owns rods in block 84 plat A stated that the valuation placed on his property this year was more than eief eve before and he thought there must be some mistake about it B W driggs drigge j jr r w who ho 0 owns w no rods in lot 3 block 32 plat E objected to the valuation of 1600 fixed by the assessor the property cost him last winter and be had tried unsuccessfully to dispose of it for 1500 andrew brixen had two kicks coming A lot jot in block 42 plat D was valued at when it was worth about 2500 on a lot in fia block 53 plot A the assessors assessor valuation was when it should be about thomas latimers La timera lot in lot 3 block 42 plat D was valued by mr clute lute at mr latimer thought it was not worth more than at the out outside bide frank hyde stated that he owned in tot lot 3 block 94 plat A this was valued by the county assessor at while mr clutes valuation was mr hyde informed the council that if any of them could sell it at the latter figure there was a big fat commission in it for them thain W T webb who represented the owners of a lot in block 37 plat B said mid that last year the valuation was 2400 this year tho the valuation of the county assessor was while mr clutes figures were mr clute what is that property worth mr webb well I 1 hardly know mr clute Is ia it for sale mr webb no but a communication was read to th the e board to the salt lake city board of equalization dear sirs my assessment made by mr caute for 1890 is on a portion of lot loe 6 block 53 plat A the fhe assessment on the same saine piece of realty in 1889 was so that I 1 am actually paylag pay lug 5 in 1890 toode to one paid in 1889 it is urged that v values a have increased that much B but ut because a bourn boom has struck our city must the taxes be increased to such an extent that only millionaires can afford to live on the above I 1 am very sorry to admit that I 1 am nota millionaire atiq aud therefore I 1 must protest earnestly against such exorbitant assessments who amongst ordinary folks can live on realty valued at per front foot but mr clute will say in justification of his assessment it is prospective business property unfortunately for my treasury department there is more prospective in the valuation put upon it than the present outlook for business it may be a business block in the future but when it is it wont do me much good as my bones will be lying peacefully where the boomer does not disturb and the assessor make life miserable by a blooming booming assessment and admitting it is prospective should the asae awse sor assess the valuation that may be fair just and equitable in the year 1900 another thing why I 1 must protest agal against not this u unjust dj assessment is that it has been the history of all city governments where there has been collected from the downtrodden down trodden taxpayers an exorbitant tax there have been big steals made by the city fathers new york san francisco kansas city and numerous other places for instance now my desire is to see aft the present government eighteen months hence hand over their offices to their successors as they will never be elected again without it having been said that they got away with the funds belonging to the city the old regime notwithstanding judge powers assertion sert ser tion ioD could not steal much because we could scarcely say we paid taxes at all L licenses ater taxes and other revenues have increased one third at least and why the city should wan want t to increase the tax from to over id a thing the ordinary taxpayer cant understand Asa As a taxpayer I 1 want no jobs therefore I 1 want low taxes and our good city fathers will retire from the present position ashure as pure and as immaculate as the virgin mary to finish my present petition to your honorable board I 1 protest against the assessment because it is made on a speculative boom basis I 1 further protest against the assessment because it is a burden upun the property owner that many honest people will be unable to carry and I 1 protest against the tax assessed as the city can get along very well without it the was excessive goorge killpack owned a lot in ilk the twentieth ward upon which he was taxed 1650 last year his bia tax on the same piece was mrs clara M clawson owned A lot in plat I 1 which was to the valuation on lot 1 block 19 plat D the property was valued by the assessor at 75 per er front foot with one fourth of saix said rate added to 82 feet on account of its being a corner mr young thought this was about a third higher than a fir fair valuation of the property and asked a reduction to that extent elbridge tufts claimed that he was assessed twice on the same FAMO property and after examination mr clute acknowledged this then mr tufts objected to the valuation placed upon his property which was when the county assessment ses was 2900 he also objected to the valuation of on his merchandise and claimed that 1500 was all it was worth rho fhe following communications were filed board of equalization dear sirs sire the tax on pa pait it of lot 2 block 71 plat A in the name of mr atwood which we have to pay is assessed in our estimate upon an excessive valuation the county tax on the same is valued at ab the city valuation Is your peti respectfully request a fair board of equalization elias morris made a vigorous complaint over clutes assessment assep of his property which included his residence on third west street his marble works and ware rooms on south bouth temple street the pioneer roller mill and a brick yard the county bounty assessors valuation was about forty thousand dollars while r clutch made it over eighty thousand dollars mr morris said it was ridiculous for the assessor to go out and assess property at boom figures he had bad his money invested tn manufacturing enterprises i and was doing what he co could u ld to build up the city but such assessments would paralyze industry the valuation was outrageously high and mr morris stated that he would de be willing to turnover turn over the wh while ae works for less than C clutes lutes valuation and retire irosa from business M H kimball owned in the bove seventh nth ward which clute valued at while the countes coun tys valuation was he thought the city assessment was too high hyrum hyrom wagstaff owned a lot which he wanted to sell for yet mr clute valued it at mr morris asked that the fifteenth taw jtb ward relief society be exempted from taxation richard collett Coll ritt objected to his lot in the nineteenth ward being valued at prank pierce owns a piece of prop eaty in the eighth ward w which aich the city assessor valued at while the county assessor f fixed it at he thought clute was his base T E jacobson owns in the sixth ward which was valued at 2825 he considered it excess ve J 8 bowers objected to his lot in the seventh ward being valued at T J brown thought the valuation placed on his lot in the fifteenth ward excessive P L williams in behalf of mrs robert paterson who owns a lot in block 59 plat B protested against assor C clutes utes valuation gentlemen I 1 desire respectfully fully to call your attention to the matter of the valuation placed on an m my fe property ro cpr erty b bahe 4 ahe city assessor and co collector af and protest that it is is excessive and unjust in 1889 lot 5 block 39 plat A salt lake city survey was valued with improvements thereon at by city and county assessors in 1890 the county aa assessor sessor for this county assessed the same lot and improvements at and personal property thereon at in 1890 the city assessor assess cir and collector assessed the same lot and improvements at and personal property thereon at this valuation by the city assessor is is in in my opinion grossly excessive and far more than the property would bring in the market there are no gas or water mains in in that vicinity and we there fore lack the conveniences that public improvements in in other parts of the cl city ty more favored than this offer residents I 1 am also assessed for money that I 1 am supposed to hadeln have in my possession the facts are I 1 bad a mortgage on a part of my farra in sugar ugar house ward which I 1 sold this money was paid me before the assessment for this year could be made and I 1 have expended part of this on the aforesaid city lot and the balance on my farm in in sugar house ward this is a clear case of double assess ment I 1 notified the city assessor of this and he said he would strike it il off the books but it appears this has been overlooked I 1 desire that you take this case into consideration and strike from the assessment roll the item assessing said money and then you reduce the valuation aLion of said city lot to the same valuation as the county assessor has placed upon it vy which 1 I believe io ID all conscience is is a high valuation alion on said
