being or authority it is god fiven given like the intelligence that is man mans a natural inspiration spi tation and all governmental control tor for the general good is a creation of the peoples by mutual agreement and the voluntary surrender in part ot of individual freedom personal rights then are not conferred by any mag president governor congress or conclave but are inherent as proclaimed at the national democratic convention I 1 there would perhaps be no serious dispute as to this it H it were not tor for a distinction which has been made between citizens ot of the united states living in the respective states and those residing in the territories A heresy has been introduced and hs obtained a strong following which C bin in effect robs many of THE M of the sacred and ba inherent herent right of self government A man holding and exercising the sovereignty of a citizen of a state in the union by crossing the line into a part of the public domain called a territory is supposed to t have lost that sovereignty andio have become politically emasculated and reduced tw to a condition in which he has no power of self government except such as may be conle conferred tred upon him by bv the national government and which chic h may inay be taken away from him by that authority at will the doctrine declared at the st louis convention is a denial and refutation fu of that republican heresy it was enunciated with special reference to the territories and the denial ot of those rights which are inherent in the people by refusing to them teem self gov and statehood was emphatically condemned while it to is true that the republican party has diverged from the line of the constitution and that arbitrary power has been assumed over the territories fles such as is not
