Show appropriations FOR FOB ROADS A writes under a recent dete date from fairfield utah county in reference to an editor editorial tut article which lately appeared in the gnaws under the caption money for roads Bo ads I 1 and urges that more authority to han eleand disburse funds for the benefit of roads should be given to district road supervisors he argues es that those officers as a rule have bee a found faithful and that they know better where improvements are needed than a board aboard or commissioners could chuh I 1 who reside a long distance from the I 1 locality 0 call our correspondent evidently wrote under the impression that the leg legislature ISIS would probably create a board or commission and place at its disposal a fund to be used for road purposes this plan was waa discussed among members bembera ot the assembly as t being one which would not violate the law ol of congress pro hi hibl biting ting territorial legislatures from enacting special legislation upon certain subjects the laying out and constructing ting of roads being one thing which was prohibited but there were many objections to that method of improving the tae roads of the territory and a bill was prepared riving giving a uniform amount 1000 to each county for road purposes this bill was of a ge general eral character and in no sense special 8 ecial legislation and hence was in harmony amoy with the law of congress Uon eress but there were objections to it some counties a real deal more aid than others and sowe some required none the house committee on highways in whose hands the matter was pending obtained legal advice to the effect affect that the assembly might vary at pleasure the amount to be appropriated to the several counties for road purposes purposed provided the disposal of the money should be left to the county authorities ildas it was held that while it would not be competent for the legislature to cause to be laid out or constructed ted any particular road it might lawfully give to any county such ouch a sum as it might see fit to be expended on the roads 91 that county as its officers might deem proper in pursuance of this view of the matter the assembly made appropriations for road purposes to different counties as follows tooele thoele 1500 emery boog millard 1500 sevier bevier 2500 iron 1500 1500 beaver 2000 juab Jn ab 1000 san juan Gaill cuarfield eld 1500 kane kanc 2500 morgan 1000 lium summit mit 1 wasatch Wa Batch 1 1250 davis davia 2000 2000 box elder 1500 rich kich 1000 1000 pinte 1500 salt lake 1000 uintah Um 1000 washington 2200 weber 2000 20 cache sanpete San pete 1000 the foregoing sums will he be drawn upon the order of the county courts and expended under their direction thus the same system which has heretofore prevailed is continued though tor for a time it was supposed that the law of congress referred to would make the adoption of a different one compulsory |
