A lawmaker had only to pick up the phone and one of the operators would place his call But m the late lhbOs, when the legislative chambers were remodeled, each legislator got a telephone at his desk. Now the switchboard is gone, the phone booths have only pay phones in them, and two operators with directing telephones handle those relatively few incoming calls about 240 a day that are not dialed direct to the legislators' desks Long and Frequent The average legislator spends about 22 minutes a day on his legislative telephone making outgoing calls A few are known for making these calls long and frequent. The incoming calls, by most estimates, outnumber the outgoing calls in both number and length. At any one time when all members are present, up to a dozen of them are likely to be on the phone All of which is sometimes pretty noisy. This year, members of the House of Representatives began to complain that they couldn't hear the debate because so many people around them were chattering on the telephone. The fuss reached a climax when one C.
