council bill no 5 an act to provide for holding elections and prescribing the qualifications of electors and I 1 lon lor or other purposes poses this law will in my judgment go far toward solving the mormon problem it is the first move toward bringing the question of polygamy to to an au issue within the mormon organization the emissaries of that immoral institution who have been in the capital I 1 for the past two weeks endeavor endeavoring ing to defeat this measure have argued that the young men of the organization are in t the e majority and that they are opposed to all bigamous bf gamons and polygamous polygamous teachings and practices I 1 if they have been telling the truth they have an easy remedy and need never be chased by the provisions of this law if they them are in the majority as they represent they can easily crush out poli polygamy gamy and all other violations of law and morality taught advised counseled and encouraged in their orp org organization ani there Is notifying tham of his approval of C B no 5 message he be states that certain emissaries of that immoral institution have been at tha tho capital for the past two weeks endeavor endeavoring ln to defeat this measure and as I 1 am one of those who are disfranchised franchised dis by the said C B no 5 and as I 1 have hava twice been to governor bunn to plead with him not to disfranchise say thirty innocent persons because one out of of such number may have broken the united states law against bigamy and poly polygamy and as endeavored endeavor ec to defeat ami the said sald law that dis franchises me and thousands of others who have not broken the law referred to I 1 may safely consider myself as one of the aforesaid emissaries and as governor bunn makes public the alleged reasons given to himl have thought nt lit in justice toi to myself y to make public the last interview v I 1 had with gov bunn relative to the subject which was on feb ad the day he approved the said act I 1 asked him if he had considered C B no 5 lie ile said he had that he had bad devoted devot bl a great reat deal of attention to that bill that dat ho he had considered it carefully and had bad decided to return it to the council with recommendations to amend that part of said bill which deprives any person of his elective franchise because he belong belongs sto to an order or organization whis whig which teaches bigamy or polygamy said that he had bad looked up the law and authorities on the matter and had them written out showing why the bill should be amended but owing to pressure brought to bear on him in the shape of threats and public talk to the effect that he dare darc not sign the bill and that he would be compelled to veto it that he had therefore fully made 4 up his 1114 mind
