Accelerated depreciation, he pointed out, increases cash flow and the rate of return in a business, but these have little relation to investment decisions by businesses in the American system of economy. The administration proposed a flat 2 percent business tax cut in 1969 and Congress refused it, the same year Congress killed the tax credits for business investments which was on the books during the two previous administrations. But the Nixon administrations ADR system, losing an average of $3.7 billion a year during the next decade, would amount to a 10 percent corporate tax cut ; and this is to be effected without congressional action. The White House argued that ADR would stimulate investment, create jobs, of.
