Show The Salt Lake Tribune, Saturday, November 15, 1369 3 Draft Lottery Bill Heads for Senate Washington Post Service WASHINGTON President Nixons draft lottery bill won unanimous approval by the Senate Armed Services Committee Friday and di expected to pass the Senate and go to the White House for signing next week. The committee had agreed to report the hill last Monday if supporters cf broader reform would agree to withhold their amendments until next year. When these assurances were given, the committee took brief testimony from Secretary of Defense Melvin R. Laird Friday and sent the bill on to the Senate. Laird said it would take about 45 days to put the new random selection system into operation. His manpower ex-- p e r t, Assistant Secretary Roger T. Kelley, said he expected it would take effect Feb. s to one. The 19-- j would be drafted first and when a youth became 20 and still a civilian he could be rca- sonably certaine that he would not be drafted except in war- time. Now. he may be drafted until he is 23. yar ear-old- it Works How The lottery system, which the bill would permit, for se- lecting the draftee would work this way: The dates of each day of the year would be drawn from a hat. If the first drawn was Aug. 2, those born on that date would be the first called. If Dec. 1 was the 365th date drawn, those bcm on that date would be the last called and could reasonably expect to be safe from the draft. 1. Next Year; 250,000 Laird said present estimates are that 250,000 men will be drafted next year, down from 290,000 this year. These will come from a pool of 850,000 draft eligibles, of which another 190,000 are expected to enlist for active duty and 100,000 will join the reserves, Laird said. Next years pool from which draftees are chosen will be larger than in future years.
