The measure gives the secretary of the treasury authority to prohibit the use of certain coins as security for credit or loans. It enlarges the membership of the proposed joint commission on coinage. This is a body which will study particularly the long range silver coinage problem and recommend steps to alleviate it. A major effort was made in both houses to retain some silver in dimes and quarters but both failed. In the House the silver producers bloc lost by a narrow 187 to 218.
