recommends commends te the total tatai repeal of the timber culture law on account of its inherent defects the same bame objection the commissioner finds in the operation of the tha desert land act and he finda entries have been largely made for speculative curative cula tive purposes with no anten tion of reclamation the practical operations of the law hab hag been to enable land to be resignation which has hns been accepted to wee take effee effect t nov it and the following circular has been issued general manager manngen a office 1 I herman haupt general manager ery erg having severed his hib connection with the northern pacific railway company the tha undersigned undersigner under signed in addition to his hig duties as aa vice president will for the present also assume those of general manager signed T F OAKES general manager haupt hanpt in n an interview with a reporter of the associated soe soc socia ted frers press this evening said bald that his hig resignation was entirely due to the policy of radical retrenchment adopted by the northern pacific which practically tied his hands and prevented the proper running of the road A meeting of stockholders had decided to cut off all possible expenses and he had receive instructions to cut down the force to actually necessary numbers the directors complained that the expenditures were too much in ex ces ees of the receipt receipts a general haupt hanpt explained this that the road was turned over to the operating department by the construction department in very incomplete condition conditions in fact as the pa parallel railei rails were laid so GO bad was the th a condition of the road that though trains could be run over it they could not be run with any degree of safety or speed the road was miserably ballasted ballested bal lasted cuts were narrow no stations nor water tanks were built no bide side tracks put in in fact nothing done to put the road in condition this thia had to be doneald done and the cost had to be met by the oper abing department supposedly out of surplus earnings witch did not I 1 exist instead of by the construction department this of course made the expenses very heavy another reason wae wab that practically all the work of the year had to be done in june july and august after august it Is difficult to get men to work on the road as the harvest fields pay so much better and after harvest har veat vedi wet weather begins and it is impossible to do any work until the ground dries in the spring gen haupt further caid eaid the policy of retrenchment was being carried to an extent that would be detrimental to tho the interest of the road the road bed would become very bad by being neglected especially considering its present condition and es to the discharge of men in the repair shops at brainerd the result will be the road will be crowded with disabled engines and dismantled freight t carfi carp which would greatly impair the efficiency of the road of course this would reduce the temporary expenses of the road to a large ex tent but instead of being a saving there would be an actual los lob a and nd next spring when the necessary repairs had to be mades made tle tiie expense would be more than heavy enough to counterbalance the saving now general haupt also stated that his office force had been cut down to a force that precluded efficient work these were the reasons in brief I 1 which actuate actuated C d hl him m in tendering bib hib resignation vice president oakes was inter viewed as to the successor to gen haupt and said there would be no successor at any rate at present indianapolis I 1 U 8 marshai marshal R 8 foster with a posse of detec deteo tives went to pike count county this state last night in
