The Utah Taxpayers Association has charged that residents of cities ui Salt Lake County will pay this year 41.7 percent of the costs for fire and police protection, garbage collection and other sen ices that only benefit residents of areas in the unincorporated county. The Taxpayers Association has long held that since citv residents pay a city mill levy for theae services they are double taxed being when their county taxes are used to provide services to unincorpo- rated areas.
