Union negotiators are demanding contracts which also limit productivity, such as requiring less efficient kinds of knives butchers use in cutting chickens, for example, he said. This business cannot accept limits on productivity. Fund tieup threatens roads The $49 mdlion on which Utah operated its highway construction program in fiscal 1973 consisted of funds OKd by Congress in previous years but impounded by OMB. Over $65 million had lain in Utahs impounded fund, but with $49 million spent in 1973 in the absence of new money, Utahs fund dwindled to the $16 million currently remaining. And $12 million of that maybe disposed of in June, if Utah can get OMB approval, leaving only $4 million, Leatham said.
