Dodge, a Navy pilot, was shot down over North Vietnam. From the ground, he talked to the wingman on his radio. As he was being surrounded by North Vietnamese, he said, "I am breaking up my radio". The photograph of Lt. Dodge being escorted by North Vietnamese was taken by a Dutch free-lanc-e photographer in Hanoi and first appeared on September 9, 1967 in "Paris Match". DESPITE THIS EVIDENCE, NORTH VIETNAM HAS REFUSED TO DISCUSS LT. DODGE. The provisions for the proposed peace treaty state that all American prisoners will be returned. The next paragraph states that North Vietnam has made itself responsible for an accounting of our missing in action and repatriation of American prisoners throughout Indochina. IF NORTH VIETNAM WERE ABLE TO ACCOMPLISH THIS, WHY CANT THEY IMMEDIATELY SUPPLY A LIST OF PRISONERS IN LAOS, CAMBODIA, AND THOSE HELD BY THE VIETCONG? WHY CANT THEY SUPPLY A COMPLETE LIST FROM HANOI? Why cant they tell us now of the fate hat a out a neutw vpf.urn . - nf KO. - 'psz of Lt. Ron Dodge and the many others for whom we have proof of capture? Why do they totally disregard these discrepancies? The responsibility of accounting for and returning all American prisoners of war was given to the North Koreans at the conclusion of hostilities. Although the majority of prisoners were released, it took two years after the peace settlement to obtain the release of 15 additional American POWs, and there was never any kind of accounting for 389 others who were known to wsWr for ; ;a be prisoners. The only way to help prevent a repetition of this tragsdy is with a full neutral inspection as prescribed in the Geneva Convention. Through the dedicated efforts of the American people, for the past two and a half years, world wide attention was focused on the plight of our POWs and Ml As. There is no question that it was this attention that brought about an improvement in the treatment of our POWs as well as the identification of an increasing number of MIAs in North Vietnam.
