WASHINGTON (UPI)-Presi- dent Nixon signed a bill today authorizing each of the 11 federal circuit courts to hire a court executive to relieve judges of many housekeeping and clerical duties. Chief Justice Warren E. Burger, a strong advocate of the legislation, witnessed the signing in a White House In a year-enmemo to all federal judges, Burger said the new law would help loosen the logjam cf cases in many courts and speed up the administration of justice. The legislation permits each of the 11 judicial councils to name a $36,000 executive to take over some of the admin-istratidetails usually handled by the chief Judge in each circuit. The executive will earn only $2, COO less than the basic salary of circuit judges themselves. The position actually is a new occupation, and presumably the court executives will be recruited from graduates of the recently established institute of court management at the University of Denver.
