Matheson again asked the Legislature to withhold spending on at least $5 million as a reserve for the drought emergency, and asked for an extra $500,000 to assess community culinary water systems. He pointed out that many of the culinary water systems in the state date from the 1930's, and those systems are experiencing water loss. The court's eventual decision could affect the future of all such affirmative action programs undertaken by schools and businesses throughout the nation in the last decade. These programs have been hailed by some civil libertarians as means of overcoming past discrimination. The justices agreed to hear the appeal of the University of California at Davis Medical School from a ruling that its special admissions policy is a kind of reverse racial discrimination. Scott M. Matheson personally took his plea for fiscal restraint and conservation to a special joint session of the Legislature today. The governor indicated the situation is now so severe that it warrants a reappraisal of legislative funding priorities, and said he will submit a revised gubernatorial spending priority Iprogram to the Legislature on Wednesday.
