ERDA officials said the geographical location was unimportant, particularly in the first stages, and bigger factors were- the technical and management expertise available at potential sites Dr Robert Hirsch, the ERDA official in charge of the solar effort, said the institute was beginning on a smaller scale than earlier envisioned to give il flexibility.
