His church service included an Eastern States Mission from a term as bishop of the Logan 9th Ward, service as counselor in the Eastern Atlantic States Mission from and a second mission with his wife to IndepenHis dence, Mo., in term as temple president was from Mr. Heaton, Ile Mr. Carter, a member of the LDS Church, was active in Scouting throughout his life and served as Scoutmaster in the Monument Park 9th Ward. He received the Silver Beaver Award and was a member of the Scout Council. Carter was active in civic affairs and the business community. He was a member of the Utah Home Mr. Buildrers 1921-192- 1960-196- 1 1974-197- 5.
