Motorcycle policemen were ineffective, he said, because d driving and they are trained for violators often were better riders and had better machines. "Besides. the extra cycles only added to the problem," he said. On a normal day, Eagle spends about 70 ' percent of its time in the foothill area, but that figure runs up to 100 percent on weekends and holidays, Kinser pointed out. holiday weekend, During a recent three-da- y 116 vehicle arrests were made by the helicopter patrol, he said. While Eagle is proving effective in city use, "it has only created problems for the county," according to Vert Buxton, canyon patrol supervisor, Sheriff's Department. "It drives them out of the city and where else can they go?" he a..ked. The Sheriff's Department averages 16 complaints a day, Buxton said. He noted that the only possible enforcement on private land is if the vehicle exceeds the noise limit, the vehicle or rider is improperly licensed. or the land is posted with a "No Trespassing" sign. wt.- ,- cs. ,,,...,rt,.. 1 VU 111 Department has six 1,.... .. .1.74.3.11V1 wilts and ai; many flatirne etaff d members who work only with Buxton "Just having problems, explained. the units around where people can see them helps control some of the problem and increases community knowledge," he added.
