an ail act to authorize tho the refunding or orth tild 0 public debt that the secretary of the treasury authorized to issue bonds in an amount not exceeding shall bear bean interest at tilo r rate 0 of it ai p per or cent per annum redeemable at the pleasure of the united states after 20 years and payable 40 years from the date of is sue eue and also notes in the amount at bearing interest a atri t aa 13 1 5 3 per ier centini per annum redeemable at the pleasure of ot the united stats states after two years and payable in tell ten years zeam from the date of df issue but not more than of said notes ah shall shail all ail be redeemer rede redeemed emea in any one fiscal year 4 and d the particular notes to be redeemed from time to time shall bo be determined by lot under such rules as the secretary of the tile treasury may rady prescribe these bonds and notes shall be in all other respects of like blie cliar cilar character acter and subject to tho the same provisions as the tho bonds authorized to be issued by the act of july 14 1870 entitled cn titled an act to authorize ne the refunding of the national debt and acts amendatory thereto provided that nothing in in this ace act act hall hali be construed as to authorize an of the public debt see sec 2 the secretary of the treasury 14 is i hereby authorized in the trueness jn deess of refunding the national debt to exchange at not riot less than par any of the bonds or notes here jn authorized for any of the bonds of tho the united states outstanding and uncalled bearing a higher rate of interest than aj 4 per percent per annum andon and on tile the bonds so rei reF redeemed deemed the secretary of the tr treasury casary may allow to holders the d difference re ric between the interest on such bonds irom from the date of exchange to the time of their maturity ana and interest for a a like period on the bonds or notes motes issued but none of the provisions of this act shall shail shall apply to the redemption or exchange of any bonds issued to the pacific railroad companies and the bonds so received and exchanged in pursuance of tho the provisions of this shall bo be cancelled and destroyed sec 3 authority to issue bonds and notes to the amount necessary to carry out the provisions of this act is hereby granted sec 4 tho the act approved february 20 1879 authorizing issue of certificates of deposit is hereby amended so as to continue and limit tile the amount of certificates to be issued to to be outstanding at any one time and fixing the ra rate rato to of interest to be allowed thereon at three and one half per pen per annum for one year after which interest shall cease and said certificates shall be bb convertible ac at the option of holders erschen when presented in sums of 50 or multiples thereof into coupons or registered bonds authorized by this act whenever any of said certificates tili cates shall be converted into bonds the same shall shah be cancelled and destroyed by jhc the secretary of tile the tie Tib treasury mury who wiio may in his discretion issue new certificates in tiace place of those so converted up to the limit of until the tho aggregate amount of ilonis bonds authorized by this act and if the said certificate fi cate combined then ou outstanding of shall equal the amount of bonz bona bonds hereby authorized it shall shail be unlawful for any person or persons to form combinations by which to procure said certificates of deposit authorized under this aeb act for purposes of sale to other others or for acting as agents of ot other herand sand any person so mso ot offending rending shall bo be liable on conviction to be filed 1000 or imprisonment not to exceed one year the secretary of the treasury rv is authorized and directed to mike make suitable regulations in compliance with this act providing 1 that the expense for disposing of tue tul the tho cord ceru certificates cleates and bonds authorized to be issued shall not exceed one
