Show 16 A DESERET NEWS, andidcifes Afturroy The contest MURRAY for three positions on the Murray Board of Education pits three incuments against three challengers in the Nov. 3 vote. In Municipal Ward II, incumbent Kenneth V. Simper, Kennectott Copper safety is opposed by Eldon W. Burgess, an electronics engineer. In Ward III, Briant S. Stringham, incumbent and vice president and general manager of Utah Woolen Mills, is opposed by Dr. Gene S. Jacobsen, professor of educational administration at the University of Utah. In Ward IV, incumbent Dr. Bruce J. Parsons, an optometrist, is opposed by John Richard Evans, associated Diviwith the Parra-Medicsion, International Industries, and furniture sales representative. Statements outlining candidates views follow: the WARD n Eldon W. Burgess The major consideration of why I am a local school board candidate for the Murray School District is because of the aura of n e g a t ivism that exists relative to the educa tional r o m m u nity both and within without the educational society. The attitude that since Murray is less affuent than surrounding communities it must be a second-rat- e educational community is totally unacceptable to me. educaTo attain a first-rat- e tional capability, the limited funds available must be discretely allocated to obtain the best and the most education per dollar for all students. This equates to many factors, paramount of which is the discretionary selection of Indieducational personnel. vidual remuneration of those involved in education must be based upon their ability to provide the proper simulii and environment for the student to learn, and upon their ability to teach. The attitude of cant do by those concerned with policy making and administration, including school board personnel must be changed to can do positive oriented and will do. If we are to improve education in the state, we must improve our control over expenditure of tax dollars used for education. Potential programs, building innovations, and teachers salary demands all need to be examined carefully to determine whetner the expected result justifies the investment, starting new programs, building new buildings or increasing professional salaries does not automatically improve educa-tiin. I intend If to continue to work for sound educational programs, capable administration of district policies, and an equitable balarce of expenditures between salaries, supplies, services, equipment and facilities to provide the best public educational opportunities possible for the people of the community, WARD School District educational efforts cause me to be convinced that it is time for a change of several of the personnel presently occupying strategic positions. Unless these changes occur, school patrons can expect little in the way of program improvement. The Murray School District must implement a new approach to decision making. Parents, students, and teachers must be given opportunity for meaningful participation in developing policy and in program planning. School programs must be designed to incorporate the needs and wishes of these groups. The entire staff personnel program must be completely revamped to accord to teachers and principals the opportunity to function s professionals and to avoid confrontation which is costly and upsetting. Other needs are evident. Mr. Stringham has had nearly eight years on the Murray Board of Education. It occurs to me that he has also had ample time to make any contribution that he is capable of making. ray Briant S. Jacobsen School board members by provisions of the law find themselves in make significant contributions to the educatio n a 1 programs of a school district. If the board is at all active, should there be a definite r e 1 a tionship between their activities and the quality of the educational program. If they are dominated by the superintendent of schools, the programe reflect his philosophy and actions more than theirs. To continue to adopt policies that are in agreement with the accepted moral concepts of our community. To create an atmosphere where a free exchange of ideas can flow between parents, educators and administrators; thereby developing, in our schools the best possible and most profitable, learning and teaching situations for the students. Now because our children of today will become our leaders of tomorrow, their education should be our first concern. Too often in the past we have noi put our energies and money where the kids are and need it. Our schools must assume their proper role in preparing our young people to shoulder responsibilities of social and moral responsibility in the decades ahead. While schools cant be handled just like any other business after all, were dealing here with human beings rather than with metwe al, or clay or plastics can't afford wastefulness or inefficiency or empire build- because more than any other agency in our society, shape the future of our community, state and nation. Du ring my term of office the board has made great strides forward in our educational system. 3. There has been constant curriculum changes to keep pace with the rapidly changing world that young people face. 4. The community school concept has been adupted by the board this past year and the new swimming pool complex at Murray High School will initiate this program in the district. 5. Construction incident. The Salt Lake City By JOSEPH T. LIDDLE of new class- rooms at Murray High and Hillcrest Junior High have kept pace with our increasing secondary school enrollment. 6. The past four years have given teacher pay increases averaging more than six per cent per year, including increments and fringe benefits. 7. 1 stand on my past record of achievement in the district schools. I ask the voters to consider the election of a mature, responsible, proven leader, rather than a novice. Deseret News Staff Writer Water Commissioner E. J. Garn will retain supervision indefinitely of the Sait Lake City File Department, according to information from other members of the city commission today. The mayor and four commissioners met secretly this morning and discussed whether Garn should retair the department or Public Safety Commissioner James L. Barker Jr. should resume responsibility for the department. Barker did not attend the meeting. Barker abdicated his reins over the department six months ago after Fire Chief Grant R. Walker fired fireman Jim V. Fisher for alleged political activity and insubordination. Garn has guided the 260-an fire department through a period of disputes and unrest over the Fishe n they and reguire are entitled to. This would expansion of our Vocational Training Program, so as to fill the needs of those who do not have the desire for college training, as well as those who Commission Civil Service Walkers action in a decision last month. Commissioners noted that Fisher has appealed h's case to Third District Court and possibly Garn should remain over the Fire Department somewhat longer. Barker, who appears ready to take the Fire Department back, has indicated it is up to the whole commission whether the department is given back to him.
