RICHARD RICHARDS Republican Candidate Congress, 1st District The administrations of our colleges have proven lack the guts to do the they job in the first place. The Utah Democratic Party platform would make the maintenance of law and order even tougher by preventing law enforcement personnel from going onto the campus to restore order. College campuses belong to the taxpayers who paid the taxes to build them. The taxpayers have a right to their investment The platform of the Democratic Party In Utah, if it were to become law, would catapult us to the pinna de of p e r m i ssive-neon the cam pus , growth in clime which took place in 1969 (one eff the greatest in history), the first year of his administration, or to suggest that J. Edgar Hoover, the nation's most distincrime fighter, is guished somehow personally responsible lor the great growth m crime during the more than 40 years he has been director of the FBI. When I was a member of the Utah Legislature, I was chairman of the Judiciary Committee of the Legislative Council which made a searching examinaiton of our courts, law enforcement agencies and our penal code. From that study legislation was introduced to increase , the numbed of judges in the district with the greatest case load. We adopted a constitutional amendment and later passed legislation providing for the madatory letiremert of judges. With federal assistance, we have established police training programs at two of our state colleges in lieu of a single state police academy recommended by our commit- y. riot-tor- n ss e. , This platform was adopted by the Democratic Party at its state conlast vention July and is indorsed by my opponent for the U.S. Congress. The Democratic platform calls for legislation that would prevent any law enforcement officer from going on a col- lege campus during a riot until after an official, written request had been made by the college administration. And even if the written request had been made, the Democratic platform would require the school administration to show a clear and present protect whether or not the college administration has the guts to ask for the protecton. Those students who burn college buildings, plant bombs, and inflict violence on fellow students cannot be simply regarded as mere dissenters. People who commit arson, destroy property , kill or maun other people are criminals. The campus lawbreakers mast be brougnt and to justice immediately then1 outrageous a e 1 1 o n s in order to protect curbed the lights of the seven million decent, moral and patriotic students on the campuses to get an education. There are some 87,000 young people who couldn't go o college this fall because there wasnt enough room for them on the college campuses. Why don't we remove the campus destroyers and give their places to the youngster who wants to enroll in the Democratic Party, we owe nothing to those who break the law except swift, syne jus- college to Improve his capacity to help solve the 1problems we face. Laws having to do with com trol of narcotics, prevention of delinquency, etc., have been adopted in the past five years, but the most significant measure are the Omnibus Crime and Safe Streets Act of 1968 and the amendments to that law passed earlier this year. The bill amending the act provides authorization for greatly increased funds (significantly above the attorney general's recommendation) for the Law Enforcement Assistance Administration to assist local agencies, which; after all, da an should have the major responsibility for law' enforce ment vacuum sale. off What away to clean up! thru Sat. only s PenncresP canister vacuum cleaner Reg. 34.95 8-p- c.
