our legislature atu uia provision was made in the school law then enacted for the instruction of forty normal students annually in the university of deseret the course of studies provided for them is to be approved by the territorial superintendent of district schools and kelec selected ted in view of the qualifications requisite for competent district school teachers tho the provision I 1 believe has been generally approved in consideration of the importance to every ever y stafe state and community of the prop kropar r education of its children As an institution for normal training ning our university has proven itself worthy the confidence and p patronage of the TerrA territory ory and I 1 should be glad to know that its normal department is patronize patronized d not only to the extent provided by law but so crowded with apt and earnest young men and ladies of such natural ability as to provide our district schools with thorough ly competent teachers the law provides that the territorial patron patronage ame amb shall be distributed according 6 to the school population tion tiou and that the territorial rial superintendent shall select elect the number from nominations made by the county superintendents 1 I am sorry to say that the superintendents of some counties have not yet made their nominations aa As it is not yet too late to derive some benefit from the course of study provided I 1 hope those thone tho ae superintendents who are yet delinquent will take immediate steps in making their nominations if it is impossible for them to make such nominations I 1
