Robert D. Nielson, BLM state director, said none of the areas are close to the major population centers. DIFFICULT CONDITIONS Even though it may be easier and less expensive to buy a tree from a lot, last Christmas season Utahns obtained 4,400 permits from the BLM to cut their own trees.
