obvious that the decision as to what it ii i t new and valuable must depend mainly upon considerations of soil and climate what may maybe be well known and comparatively worth worthless lessIn in one ono section of the count country rr may be new and valuable in another what is absolutely new and aud untried will of course require the test of experience to prove its jig value and ascertain its adaptability to any given section it is plain also that the law does not contemplate the purchase and dissemination of such seeds as my mies readily be procured at the many seed establishments lish ments of the country it wilt be the aim of the department in this view of its duties to distribute as widely as possible such new and valuable ablo abio and anta improved varieties of seeds as may be adapted to general cultivation or to different sections of the country so as to meet the various demands olour of our widespread wid pread population and conduce to the interests of agriculture throughout the country this dis d is trib ution will bo mado through dunis agricultural sturat organization tionA and such individuals duals as may desire to enter upon a senies series of experiments and who nia may y seem to afford the beatse best security for th thorough careful and exhaustive trials of seeds in different parts of the country and under varied circumstances of soil and climate As the desired results of such a distribution can only be attained by repeated and dud careful experiments peri ments 1 the department will expect as a condition of distribution upon such a trial as will afi afford ord a satisfactory test blanks for making these returns will be sent with the seed and when returned carefully filled up will entitle the person favored by the department to further
