It is still difficult to comprehend how much that deci- changing our defense budget. In fiscal 1965; the last, year that we were there as "advisers" to Saigon, U.S. military expenditures in Vietnam were only $103 million, less than one fourth of one percent of that year's $47 billion defense budget. If you are buy- ing long term bonds you have .,', ..':,, I quite a list of factors to think v , , t . S' about To '';,t.-,kFir- you st, bi.' should expect that long term interest rates are going down. If you Mr. Loeb buy high grade bonds this will be the major factor in determining their price trend. In 1947 such bonds sold to yield a little over two per cent. Since then bond prices have been going down and obtainable income from bonds has been going up. No one really knows what the future holds. On a realistic basis bond prices should go lower and interest rates higher because the outlook is for a further rise in the cost 4)f living and a further rise in taxes. This probably will not occur because, politically, want interest governments rates low whether economically justified or not. For long periodsof time they succeed in artifically keeping rates below the differen- ces coupons make, consider the new American Telephone Telegraph six per cent due in the year 2,000. TAXABLE GAIN Thirty-thre- e points, or the difference between 67 and 100 would be an evenutal capital gain taxable at the lower rates prevailing if the tax law is not changed in the interim. You might profit from these bonds if, for instance, money rates returned to four per cent in five years. They shold then be selling at about 83, givigg you a capital gain of 18 points. Of course, if interest rates increase they would decline in price proprotionately. Years ago, American Telephone issued convertible bonds, but there are none outstanding now. Their 434 of 1973.were sold in January 1958. These bonds climbed to 'almost 400 by 1963. Bonds which are supposed to be conservative have been returning their owners little or nothing net, while also declining in price. Creditors may , in time demand the 67 now.- These rr ently bonds are- callable, but obviously would never be redeemed 'unless interest rates went to an unheard of low beneath their 2 coupon.
