Show THE SOUTH AND THE CIVIL I 1 RIGHTS BILL I 1 tim tins is how it is proposed in virginia to nullify the civil bights rights tz bill col W J gilman oilman of f richmond city introduced the following bill in the virginia LC legislature gisfla first be it enacted by the general assembly of virginia that i any person shall enter or attempt to enter a any ny inn public conveyance on land or water theatre 0 or k other place of if public amusement for the purpose of injuring the bus bur i ness or disturbing the ow owners ners pro prie etura tors or guests thereof or who shall in a rude angry bolste boisterous rous or threatening manner demand denland other or different dif dlf Terent accommodations advantages facilities or privileges than those offered ed or jor tendered by tha th owner er oin proprietor thereof ar or by the agent of the owner or proprietor or who shall in a rude angry threatening or offensive manner insist on such accommodations facilities cili ties or privileges after being informed by the person or persons on whom such demand is made anade that the accommodations facilities or privileges asked for or demand demanded dd cannot be furnished because 0 of f insufficient buffi clent room or insufficient provision or because other or more guests and patrons carnot car not be properly cared for or accommodated gated or if any person shall demand or seek for such accommodation facilities advantages or privileges in any inn theatre or other place of public amusement forthe for the purpose of inciting or or causing any riot breach cf the peace or public disturbance or if any person wickedly intending to secure gain to himself or herself or secure loss less to another or to cause procure or incite vexatious litigations shall make such demand ar request knowing er or believing or having reason to know or believe that such inn theatre or place of public amusement cannot accommodate other or more guests or patrons or that his or her patronage is not de sired by the proprietor or agent of or such inn theatre or place of public amu amusement shall shai on conviction thereof be confined in the county or corporation jail not exceed exceeding ng months and be fined not exceeding i dollars or both at the discretion of the jury an and d in all prosecutions under this section one half of the fine shall go to the proprietors or owners of the in inn 3 public conveyance theatre or place e of public amusement against whom whom the annoy neef nee nce wrong or injury was waa done or attempted second any person who shall aid abet or in any way encourage any person in the violation of the fe foregoing fore fere r egol going ug section shall on conviction be nine fine not exceeding third proprietors of the thea tres and other oiher places of public amusement may sell tickets to s specified filed seats and which tickets shall all ail not bo be transferable if the words worda not transferable are written or printed thereon and in the presentation of any ticket so marked by any aby other than the person to whom the same was sold the proprietor of such stich place or his au prized th agent may after tending the price j of f such ticket refuse the holder thereof admission and any person holding a ticket so transferred who shall refuse to receive the price ticket when tendered or who shail shall claim or demand the rl right of admission on such ticket after the feame is refused shall be deemed deeme d guilty of creating a public disturbance and shall on conviction be fined not exceeding dollars ind half ot which sh shall shail all ali go to the proprietor of the theatre or other place of public amusement where the off erice erive was committed fourth in all prosecutions under tinder the tho farst first t ealion of this act if it shall shail appear that at the time when any demand for the ahe accommodation advant advantages ages facilities or privileges specified in such section was made the person on whom such demand made informed the person who made the same or in in any way brought or gave notice to such person that the accommodation accommodations advantages facilities or oe privileges so asked for or demanded could not be furnished because of insufficient room insufficient provision or iuar inar inability to properly or safely carector care for or accommodate other or more guests or patron patrone such statement shall be taken aa as conclusive proof of the fact so stated and in all trials under this act the court shall so pao instruct the jury |
