offered for signing up for 1983 acreage reduction programs the Weber County Agricultural Stabilization and Conservation office reports Edward Wayment ASC chairman said advance payments represent 50 percent of projected deficiency payments and half of diversion payments Deficiency payments are made to farm program participants when the average market price falls below the government-e- target price stablished for a crop Wayment explained He said the target prices for 1983 will be $286 for corn $272 for sorghum $250 for barley $160 for oats and $430 for wheat It is estimated that corn will be down 21 cents a bushel which would mean an advance payment of 105 cents per bushel For barley the deficiency payment rate is estimated at 15 cents per bushel with advance payment rates at 75 cents Projected deficiency rates for 1983 crop wheat is 65 cents a bushel which will mean an advance payment of 325 cents Wayment said The advance payment will be the deficiency equal to payment rate multiplied by the farm program yield multiplied by the indicated acreage to be planted but not to exceed the permitted acreage of the crop according to the chairman per-bush- el one-ha- lf In addition to deficiency payments farmers who sign up for the 1983 reduction program will be eligible for diversion payments and price support loans Half of the diversion payment is also available at signup Wayment said “these payments compensate farmers for taking land out of production in addition to the acreage reduction requirement” For 1983 feed grains a 10 percent acrage reduction and a 10 percent paid land diversion program is in effect the ASC chairman said For wheat a 15 percent acreage reduction and a 5 percent paid land diversion requirement are in effect To qualify for program benefits farmers must limit their planted acres of these crops to no more than 80 percent of the farm’s corn and wheat base and devote an acreage equal to both the reduction and land diversion to conservation uses Wayment said “Producers may participate in the program on one crop and not the others if they desire” he explained Producers who participated in the 1982 program will receive bar-leyoa- ts their deficiency payments sometime in December Application for the 1983 program may be filed in the farmer’s home county ASCS office weekdays between 8 am and 4:30 pm The signup period ends March 31 1983 Healfhy agricultural industry important By ROBIN TIBBETS Farm Editor SALT LAKE CITY — MemStandard-Examin- er bers of the board of directors of the Utah Farm Bureau believe the plight of Utah farmers can be improved if the Reagan administration continues “fundamental changes in government philosophy” “There can never be a healthy America unless our great agricultural industry is healthy” said Wayne Gibson West Weber a member of the board In a prepared statement the farmers and ranchers who direct the state’s largest farm organization described current farm income as the worst since the Great Depression They blamed not the present administration but “a generation of unwise and political policies” for causing the problems Those policies the UFB said “resulted in unreasonably high interest rates unrealistically low commodity prices and a general national recession” They issued four recommendations which they believe can help improve the economic bind in which Utah’s agricultural industry finds itself The group said uncontrolled federal spending must continue to be reduced in order to make credit more available and reduce federal deficits ill-advis- ed ng 11 1946
