are some basic things that need to be answered before you can even consider (But) I development in some hillside areas think we should look at each development individually rather than not allow any development” Sanders said The Planning Commission is not empowered to enact ordinances but can make recommendations to the City Council The commission also discussed how it might penalize developers who do not adhere to approved site plans At present even if unapproved construction is discovered no enforcement ordinance exists for making a developer conform Assistant City Attorney Parley Baldwin said violations of such an ordinance could only be a misdemeanor with a maximum $299 fine He said developers might go ahead with their unapproved plan pay the fine and “think it’s a Sizes 7 to 14 reg
