house bouse q of tives of the united states staffs in congress assembled your memoria lists learning that active efforts are being ladeby made by certain parties to procure the admission of utah as a state in the union beg to protest against said admission atthe at the present time for the following reasons reason lot because the population of utah does not come up to the standard lately expressed by congress and furthermore on account of the insufficiency of population the expenses of supporting a state government would in a great measure cripple the energies of the people and retard the development of this portion of the national ional lonal domain ad because a large majority of the citizens of utah entertain doctrines antagonistic to the fundamental ideas of free government inasmuch as they believe in one supreme political as well as religious head whose word they claim is superior to all law and civil authority and even to the constitution of the united states itself in the hands of buch such a people free government being a myth and the elective franchise a meaningless farce we submit that they are incapable of comprehending much muen less of maintaining a republican government ern ment and are therefore totally unfitted to enter as a state into the american union ad we protest against the application for admission as hypocritical and treacherous to the nation for the all sufficient reason that the majority of the people of utah do not and cannot believe in the permanence of the forms of government appertaining to the constitution ution of the united states being compelled by their religion to believe that all ali our an sent bent governmental institutions are destined to pass away and be superseded by the machinery and rule of their priesthood doctrines which have been repeatedly promulgated and which it was repeatedly us assorted asserted by the mormon priesthood during the sorrows and a struggles tru ggles of the nation in the late civil war were about to receive their fulfillment in the mutual destruction of both north and south ath we object to the admission of utah because the bulk of the citizens of this thib territory who are appealing for a state government are continuing to engage in polygamy in violation of the laws of coutress con Uon ress ress rees and in defiance of its authority and who not having learned the supremacy of law over church dictation are totally unfit tobe entrusted with the powers of state we know that the applicant applicants 3 for admission have incorporated in their proposed constitution a provision suggesting a willingness to submit to such condition as congress may impose upon them in the act of admission by which it was intended to convey the idea that they will be willing to abandon polygamy if required this provision we declare a false token held out to deceive first because the bulk of the convention endorsing this state constitution ution are themselves polygamist ts Lq and secondly because it is an unalterable doctrine of the mormon churches chur chas declared in the most binding of its ito so called revelations and reiterated by its present head that no man can by any possibility be saved in the celestial kingdom unless he is a polygamist in proof of which assertion we refer your honorable body to the memorial addressed by the mormons cormons to congress in that manifesto which was passed by an immense convention of the church of jesus christ of latter day saints 11 held march 31 1870 it is said that the saints looked upon the principle of plural marriage as a principle revealed by god underlying their very hope of salvation and fund bap happiness in time and eternity that they had been commanded of god through joseph smith to practice P a a pice dice it v p on pain 0 of f being damned if th they y did not and that the cullum callum bill left them but the cruel alternative of rejecting gods command and abjuring their religion or disobeying the authority of the government they desired to honor and respect this being the doctrine of the mormon church we ask haw can they who accept of it honestly promise to abandon polygamy or of what force can constitutions and laws be which are not in harmony with the sentiments of those who have the power powei of enforcement inasmuch as any provision against polygamy inserted in the state constitution would be powerless until enforced by legislative enactment and as it is not likely that a polygamous legislature would enact a law making a practice punishable in which the majority of themselves were erigan ed the provision would simply remain a lead dead letter in the constitution and the practice of polygamy exist as aa before and such we have abundant evidence is the purpose of the framers of the constitution in case an clause is ia inserted by congress and we further declare to your honorable body that it is a familiar and well understood thing among the mor monet mons that hatin in case any offers for the surrendering of polygamy are made by their leaders it is to be done solely for the purpose of obtaining possession of the powers and machinery of government in the territory ory bry and freeing them from the supervision and control of the general government in which case it is understood that they will continue or resume the practice 4 of polygamy as opportunities may offer and knowing as we do that this gramme pro would without fall all be carried out and that every civil legislative or governmental office in the state would be in their hands and all investigation or objection shut out we affirm that toe admission of utah under the plesent circumstances by the congress of the united states would be only the permanent establishment of polygamy on a firmer footing than ever and the placing of it above all successful opposition ath we protest against the admission of utah as adverse to the free development of the resources of the territory in proof of which we refer to the fact that until compelled ly by the liberal element to succumb the priesthood maintained a most bitter and untiring opposition development of the minerals of the territory their object being the keeping out of a non nou mormon population and we are compelled to belle beile believe gefrom from the experiences of the past that if tho the priesthood can possess themselves of the powers of a state government they will use them to lay an embargo on en this most valuable industry and drive from the countr country y all enterprise not subservient to their control nor are these our only objections we not only protest against the admission of utah on the grounds of the antagonism and enmity of the majority of those seeking admission to republican principles their avowed disbelief in the permanence of the american forms of government their disobedience to the enactments of congress the treachery of any promise looking to th the e relinquishment of polygamy their opposition to the free development of the territory and ou the further ground of the insufficiency of population to bear the burdens of a state government erni ern nent ment but we also protest against such admission because the bestowal of a state government on utah at the present time owing to the disparity of the mormon and the outside element can only result in the elevation of the mormon religion to the dignity and influence of state power aud nutt in the absorption of every offles office of power and responsibility by the mormon priesthood and this when the experience of your memorial memoria lists lats is that they have always used such power to injure and oppress the minority having such grounds of appeal which we are prepared to substantiate before any committees of your honorable body your memoria lists respect fully folly request that the present application for the admission of utah may be refused and your petitioners petition ers will ever pray
