SUNDAY MORNING JUNE 24 1973 ALSOP EDITO RIALS Watergate Committee Probe Brings Government to Halt Oklahoma Votes 'Save Tinker' Bonds Shouldn't Utah 'Save' Our Hill AFB? Oklahomans have proven — at the ballot box — that they recognize handwriting on the wall when they see ’t And in their recent vote there’s an important message for Utah Residents of Oklahoma County approved a $108 million “Save Tinker” bond issue at a special election They only needed a 60 per cent majority to approve the bonds The final tally was 80716 for and only 10250 against — a whopping 887 per cent of the voters agreeing that Tinker Air Force Base should be “saved” Oklahoma City Air Material Area of the Air Force Logistics Command has its headquarters at Tinker AFB and the base is the largest single industry in all of Oklahoma It’s the same at Hill AFB: headquarters of the AFLC’s Ogden Air Material Area and Utah’s largest industry Both face the same problem in varying degrees When they were built a quarter of a century ago the airfields had comparatively few neighbors But as the years passed and wars were fought with air power in Europe the Pacific and Asia the countryside around the base was built up with homes services and satellite industries Airplanes tising the fields became larger and with the advent of jets noisier So the people who moved in AFTER the airfields were built started complaining Iit's happened all over including around Ogden’s own Municipal Airport! This has put pressure on the Air Force to local situations as it cuts back on operations — and cut back it must — with the winding down of the war in Southeast Asia Where the neighbors aren’t “friendly” or where local zoning has permitted wholesale encroachment of vital — and dangerous — approaches to fields a question mark is put against that base And frequently it is ticketed for early phasing out That was the situation at Oklahoma City and Tinker AFB For a while the Oklahomans looked to Washington for federal money to buy up the houses under the approach flight paths That’s the story in our Davis County too But the Oklahoma folks quickly found that the federal government no longer has money for such purchases Washington’s officials attitude is that it is up to the local governments to protect the nation’s taxpayers’ investment by adoption and enforcement of proper zoning regulations That’s when the “ Save Tinker ” campaign started The Oklahoma County residents recognized that if the approaches to Tinker AFB could be construed as being in dangerous condition then the base could become a candidate for closure That would put thousands of men and women out of jobs both at the field and in support industries and services The campaign worked The bond election last month was an overwhelming success So banks charging only 39c interest half their normal rate are now buying the bonds from the county The money will be used to purchase 836 homes and one school as well as 32 re-exami- ne empty tracts of land in the Glenwood Addition Those being sold voluntarily will be bought first condemnation proceedings will be instituted in courts for the others if necessary Occupants will be given the first opportunity to buy back their homes — if they’ll move them to a district that wouldn’t hamper Tinker AFB operations now or in the future Then the land will be rezoned — probably for pasture croplands or as sites for light industry — to fit the Air Force’s Installation Compatible Use Zone (AICUZ) concept The Pentagon now will think a long long time before reducing — or closing — Tinker Air Force Base The military will recognize that there are understanding neighbors in Oklahoma Coun- Water-gate-intoxicati- for! If given proper support by both counties and the several cities directly involved as well as the state the committee shoidd be able to work out a fair solution There are now nearly 20000 civilians and military personnel working at Hill AFB Their payroll last year was nearly $250 million That’s three times greater than any private industry in Utah! Service jobs dependent indirectly on Hill AFB and its people total into the thousands Taxes paid by these folks amount to millions of dollars a year That’s a tremendous stake to fight D-M- D-A- rk ty What about Hill AFB? The problem at our base isn’t as critical as at Tinker — not quite There are only a hundred or so homes in Layton East Layton and unincorporated portions of Davis and Weber counties that are in the critical zones Unfortunately more are being built weekly some in the $50000 to $75000 range because they are permitted under existing zoning regulations Efforts to reach an agreement between Hill AFB county and municipal officials and property owners that would preclude future development of housing in the AICUZ have been fruitless to date The Standard-Examine- r after study of the matter has a suggestion for all to consider Under terms of a law passed by the 1973 Utah Legislature a Federal Research Committee has just been formed by various state and private agencies to study problems related to government installations The Federal Research Committee has already provided effective help in the campaign to keep the Intermountain Regional Headquarters and the Intermountain Experiment Station of the Forest Service in Ogden It also is doing research on problems related to the ordinance depot at Tooele Wouldn’t drafting of a program to “Save Hill” be an appropriate subject for the Federal Research Committee to meant to deal Symington o with Dr Schlesinger’s nominatee has graciously recessed it tion concurrently with the vast may interest a few people that the US government is remark- complex and controversial miliably close to grinding to a halt tary procurement bill which will demand weeks of hearings!
