Dr. Robert Clark plans to have a 180-un- it apartment complex built on ten acres of the property, which lies southw est of the 8th South interchange of in Payson. Representing a group opposed to the project, many of whom reside in the unincorporated West Mountain area, was Attorney Frederick Jackman, who said that, though its not a bad project, it is not wise to mix residential with commercial. Because of its proximity to the freeway, he cautioned the Council, "Dont waste this unique asset." Jackman claimed that the multi-famil- y housing would have an adverse impact on commulti-family mercial activity, only attracting more dwellings and forfeiting commercial ventures that would find the freeway frontage and access ideal. "Once its gone, its gone," he said. Because the development could help mitigate flooding, improve roads, among other things. Councilman Duane Frisby made a motion to approve the zone change, and was seconded by City Councilman Van Canann. Although he previously felt inclined to vote for approval of the zone change, first-terCity Councilman Bernell Evans said his feelings had changed after further thought and exploration during the time leading up to last weeks meeting; he even drove to Provo to examine multi-famil- y dwellings there. In doing this, the councilman said he came to the conclusion that he could not support 180 units on 10 acres. Evans said that he does not see a need for that type of multiple-famil- y housing to be built in Payson yet, when already there are a large number of residential developments. "I just dont believe Payson is to that point, yet," he said, later adding that he could support something smaller that would use less acreage. Councilwoman Pam Wilson also voted against granting the zone change. However, the motion to approve the change passed with a third vote to Frisby and Cananns by Councilman Jim Griffin. go-ahe- ad I-- 15 m Pictured above, 65 lbs. of marijuana found by Payson Police Officers near North Main. to during search of vehicle at p on-ram- 15 On the afternoon of April 1, 1999, officers of the Payson Police Department arrested two individuals from Pittsburgh, PA on charges of possession of marijuana with intent to distribute. y officer from the Division of Wildlife Resources on Officers were called by an a possible DUI driver going through Payson.
