The apartments are being rebuilt by the migrant council following the purchase last spring. A loan from Farmers Home Administration is being used on the project. The apartments are being renovated by the Migrant Council for the purpose of providing decent housing for farmworkers and their families residing in the area on a year round basis. The project, appears to be a fine humanitarian effort. However the councils guildelines for eligibility are somewhat questionable. To be eligible the applicant must be employed as a farm worker and receive a substantial portion of their income from farm work. Applicants must also be U.S. Citizens or legally admitted aliens. That is as it should be. But, according to a recently released letter from the Migrant Council, to qualify as low income the yearly family income can be $15,600 after deductions! The deductions are 5 percent of the gross less $300 for each dependent. That means a family of four could earn in excess of $17,000 and still be eligible. A maximum of $15,600 certainly does not sound like low income housing. Federally funded low income housing projects have maximum income levels much lower than that. If the Spring Lake apartments project is for truly low income families the maximum income eligible should reflect a low income, not an income higher than many of the people in the area who in no way consider themselves low Gtynmick y income.
