Show I 1 inefficiency of federal authorities the corresponding secretaries of some bome of the mourning 0 associations in great salt lake city and at camp floyd bare been very assiduous for several months p ast in the tiie discharge of the duties assign assigned to or assumed by them in writing the state of affairs in utah and especially about the imbecility of we th e federal judiciary and the inefficiency of the army stationed in the Ter Teni tory Atory alleging that the former could not enforce the la laws s nor the latter protect the lives and property of american citizens on american soil some of the direful ef fusions of these scrib biers i which have found their way into certain journals devoted to the dissemination of whatever may be considered prejudicial to the people of utah contain so much of what is not altogether untrue that it is marvelous that they were ever published to the world as they contain more truth than fiction and strongly remind us of an n assertion made by a methodist divine who in speaking of the teachings 0 of his satanic majesty said tha that t he always told two truths to one lie in order to make mankind believe that he was a angel abigel 0 of light A lamentation purporting to have been written at camp floyd toyd on the of septem I 1 ber her last and published in the bulletin san F francisco ran cisco contains some items ot sorrow not usually referred to by that class of correspondents spon dents for af after ter moarnin mour mourning nin over the crimes crimea in committed and the ne ncy y of the federal judiciary and army to protect the innocent and punish the guilty in utah territory alleging that the former could not get any persons but mormons cormons to execute execute their written tu ritten warrants udy waY rants and that the latter was net not per bitted by the government to exercise judicial functions an awful state of thib thit things s to be sure and ani about which many a tear has been shed the writer alludes in the most plaintive manner mam maw to the depredations of the savages and painted natives in t the h e region of country immediately north of this territory during laring 0 the past summer and i wails over the inefficiency of we arlay array to protect the lives and property of emi emigrants 1 rants who pass piss that way in going to california and oregon from the atlantic side of the continent a fact that has long been known to those bands of outlaws and which has emboldened them to commit more murders in one year than were ever committed by white men in utah up to the time that the army entered its borders in speaking of the depredations and murders of a the tile natives in that section of country the writer says I 1 on the northern california and oregon road indian depredations might ba be punished but such as those committed in in washington gEon territory tory this year can scarcely ever be prevented notwithstanding 1 the strenuous efforts and watchfulness of the army however sti strong ong with white men painted when in action to aid ald them and to indicate the position of troops ani and to mislead the latter a small body of indians can ran slip in between any two detachments ments sand and take advantage of the careless and stra straggling gling emigrant from the south pass to the sink of humboldt some eight hundred miles many places f favor avor an ambuscade so many that an enormous army would bo be required to guard them and patrol the country this year many emigrant trains carried no arms and by their carelessness invited attacks from indians ind ians and highway robbers this body of indians was a small dand dana band of outlaws from the Banri licks lacks and I 1 snakes whose knowledge of the country enabled them with avith the aid of white men to appear suddenly at different points of the roads to attack parties parlie who were known to be unable analil e to resist them in most roost cases when trains were robbed wagons were searched and money jewelry etc only taken unless emigrants band together in parties of twenty or more men armed and always on their guard rio vio firce withe on fhe the road can secure them from attack tin leis teIs they could be united in bodies of such size gize 04 that at all could be escorted by troops 1 what induced the writer who from his style stile must have hake been in some way connected either with irith the lie army or the judiciary to maceso many admissions about the inability the army to protect emigrants in the ren reg region revion olon gion of ot country to wl which nich he refers against ilig attack of a small band band of outlaws we ve cannot can not conjecture conje unless it was to exculpate the force that was as sent seat thither to punish the natives and prevent them from comin committing ittin c further depredations from the f blame that has la s and will be attached for the ineffective manner 1 in which that duty was seemingly 0 ly pei pel performed formed hi utah every dereliction of duty ori orl on the part of ox the federal ju judiciary y as aa a matter of course is alwais always attrib attributed attribute ut d tote in influence flee n ce or or interi interference eren ce of the mormons cormons Mor mons who invariably hind find bome borne way as is alleged to thwart them in in their endeavors to discharge severally the duties auiles builes oi of their office and since the army has been inhibited from interfering interferon inter ferin in the administration of law the government lias has been severely blamed f for br its arbitrary interference to prevent them from doing that which they wished to perform performs but the idea of complain in ing so bitterly about the impotency of the army outside of the mor mormon rion settlements I 1 is something new the fact that white men would assume the habiliments of indians and that when acting g in concert with themo them oy under under i a separate organization they were more cruel crue i a and d relentless I 1 in war var and more res resembled abl ed demons tl than human bengs beings in all their actions when thus dieg disguised haa lon ion long iong deen heen been known arid and w what hat is exceedingly 01 y strange 0 when nhen they thus band to gether and murder rob and plunder there has haa never never been any sufficient power at hand to prevent them from doin doln doing whatever ih they ey desired nor to punish them for their unlawful i deeds the authority of states lai lag ha been too fdez feeble feebie e their military forces too defective detective and alid their air judicial tribunals too impotent to bring them to justice and the federal arm has been beena too short or ox too imp impotent tent to interfere in those i matters and to protect til the li lives ilves ves and property I 1 of citizens of the republic from their murderous 1 and outlandish depredations for many years we ph have seen thousands of painted 57 7 natives in bils blis missouri buri muri and illinois murdering and ana plunder plundering irig w wherever they went and no efforts were made no noe nol even an ail i inefficient effiec i ent army was i ordered oddred out to put an aa e end nd to their deeds of I 1 rapine and there is no doubt but that there are hundreds of such characters p prowling along alon aion the national thoroughfares gheres leading leadin across the continent every year committing depredations whenever opportunity presents neither is there any doubt of the inefficiency of the U 8 army as is alleged under present regulations to successfully protect the passing emigrants from their murderous assaults but we did not expect that a person weeping over the inefficiency 1 of the f federal jud judges mes in utah and their inability to tb perform their duties would in the same lamentation mourn I 1 that the hearm army y could not conquer a few indians ind lans ians and self made natives roaming over the plains it is truly a lamentable state of affairs and if we thought that it would do any good we would mourn too not only over that but over many pany other things t that tha exist or have transpired in this inland portion of the union diring the last two years it lt is certainly a matter of grief that a small number of hostile indians are permitted to murder men engaged in transporting the mails of the united spates states between this city and california drive off their stock and do whatever they please and no notice lla liu whatever IiA ever is taken of such outrages and chattoo that too when th they thes ey are committed within a comparatively 4 1 short distance of the head quarters of the army in utah said to be the largest dixi divi division islon ision i of troops stati stationed oriell at any one point in the united states slates if that is the protection extended by american troops it is certainly worse than none and the money that is annually expended to keep up and sustain armies in this country is so much paid for fi aught naught and might as well be appropriated directly to speculators or thrown into the sea jt it is a matter of grief that so many murders have been committed the last fifteen in months in great salt I lake ake city and in the i vicinity of cam gam camp gamp F tloyd loyd and that for the want walt of energy and exertion on the part of those who claim exclusive jurisdiction of such matters only one of the murderers has lids been arrested tried and punished it is a matter of grief that when so many deeds of violence have been committed as alleged by the citizens OL of utah before the introduction tro of civilization and the establish ment of law and order among amonn them that no flegal legal steps have been taken by those who v ho I 1 were expected to cleanse the land from blood to inquire into those alleged t of fences not even the mountain meadow massacre and the painted natives who have been accused of participating in that murderous transaction still enjoy the same liberty that other natives disguised with lamp black or soot en joyed after committing similar acts in missouri and in illinois and that the natives painted with vermillion enjoy that infest the plains intervening between the frontiers of the eastern states and the pacific coast i i I 1 i I 1 1 I 1 the 0 increase of crim crime e in this te territory r li ory since the termination of the utah war is another caa cay cause se of ot grief not only has the soil been deeply crimsoned crim with human blood buffel but felonies without number have lave been committed arid alid and when efforts have been made to punish any of those engaged in their perpetration according 0 to th the laws of utah the question of jurisdiction has been ban raised by those those who will not or do 6 not execute the laws themselves and are unwilling that th those ose who whose e duty it is according to the statutes in such case made and ana provided to inquire into suc such buch matters should exercise that right which in effect under the system that has been pursued has had a direct tendency as as is well known to encourage the viola vlola violation tiar pf af the laws which have been provided for the good order of society and for the protection of the persons and property of the citizens from the assaults and depredations of such as have no regard t for the rights of their fellow men we could refer to many other items that cause thinking men IP tp mourn for tor which there seemingly is no remedy but we will let them pass unnoticed for the present hoping that that matters in general will assume a more pleasing in aspect ere long that complaints about the inefficiency of the army and judiciary cannot be made in truth and that murderers thieves i and robbers will be punished acco according arding to law and arid not be permitted to I 1 escape esca p lb because cause there is no power in jn existence sufficiently strong to arrest them and bring them to justice |
