The county commissioners plan, commissioner by spearheaded William Hutchinson, is referred to as the urban county proposal. Essentially this proposal calls for Salt Lake County to be declared an "urban county. According to commissioner Hutchinson, this action would give the unincorporated areas of the county the power of a first-clas- s city. All territory within the county would retain the powers and duties specified by law and vested in counties generally. What this means, said Jay Morris, administrative assistant to the commissioner, is a limited change will occur. In any event, a request for payment in advance should be carefully reviewed especially when solicited by an unknown person or business. If any doubt exists, a check with bank or law enforcement officers will at least establish legitimacy of the request. Above all, citizens must understand that the deal thats too good to turn down is cause for suspicion. About 120 Peace Corps volunteers already serve in educational, agricultural, health and business projects there. In addition to his transportation and medical expenses, Mr. Zimmermann will receive a monthly living allowance of about $178. A Hercules official in Salt Lake City said that a months pay for someone with Mr. Zimmermanns qualifications could be as high as $2,600 a month. The same official added that Mr. Zimmermann had received several awards while with the company. Almost 7,000 Peace Corps volunteers, averaging 27 years, work in 64 developing nations. About 40 percent of them are women. Peace Corp6, budgeted at $83 million, is part of ACTION, the federal volunteer agency. Some 4,800 VISTAs, helping the needy at home, are also part of cross-cultur- cost-reducti- ACTION.
