president of the united stants starrs of america Ime on day of april the president of the united states in vie sv x of an in insurrection against the laws constitution and government of the united states which had broken out within the states of south carolina georgia alabama florida 3 mississippi li louisiana and texas and in pursuance 0 of the provisions of the act entitled an act to provide for calling forth the militia to execute the laws of the union suppress insurrections and repel invasions and to repeal the act now in force farce for tor that purpose approved february did calt forth
