A statewide meeting of leaders in the Utah civilian defense program will begin at 3 p.m. Monday in the goy. , ernor's board room at the Capitol ; , The meeting has been called by Gov.-J- . Bracken Lee, chairman of the State Council of Defense. Chairmen-o- f Vtah's county commissions,.mayors, and defense council directors of cities and towns will attend, according to Gus P. Backman, the council's executive officer.' Purpose of the meeting will be to discuss the public facilities section of the defense program. ,1 Brig. Gen.,J.
