Eight states have defeated ratification, these being Alabama, Georgia, Mississippi, South Carolina, Virginia, Maryland, Louisiana and Delaware; and five states have not yet acted, these bing Connecticut, Vermont, North Carolina, Florida and Tennessee. In all the states except Delaware which have defeated ratification, both legislature and governor are Democralio In Delaware they art both Republican,' In 22 of those which, have ratified, both governor and legislature were Republican, In S they were both Democratic; and In the remainder the governor was either Democralio and the legislature Republican, or tbe latter wai divided that is, one house was Republican and the other Democratic.
