Show news Gotalaiite Proposes Fomwt Jaffie pointed out that the Forum has semes- by BUI Godwin A bill proposing that the Forum be placed on atrial period for the remainder of the fall 1986 semester was introduced in the Oct. 29 meeting of the Associated Students of Westminster College Legislative Assembly. If the bill is passed, the Forum will operate under economic sanctions and guidelines set by the Legislative Assembly during the trial period. According to Dave Goularte, representative of the school of arts and sciences and sponsor of the bill, the objective the proposed legislative action is to improve the Forum. Goularte said, "Im having problems personally and Ive heard some other people complain about ethical problems in the Forum." One of the problems cited by Goularte was the Failure of the Forum to obtain model releases from the people in the photo on the editorial page of the Oct. 17 Forum. According to Goularte, there may be legal ramifications to using a photograph without a release. In addition Goularte said that approximately 10 students and some members of the administration approached him about a letter to the editor that appeared in the same issue. There was a question raised as to whether the letter was sent directly to the Forum and if permission was obtained to print the letter, he said. Goularte declined to say which administrators had approached him but did state, Im impressed that they would let the students handle the problem and not directly step in. Goularte said, "I also had a problem with the article in which Chief Justice of the Judiciary Heather McShane was quoted on election statistics. (Oct 17 Forum, pg. 9) Goularte stated that, although the information contained in the story was correct, the article was misleading because the Forum compared the homecoming voter turnout with the turnout of the Fall 1986 ASWC special election rather that the larger turnout of the Spring 1986 ASWC general received four letters from students this ter and only two were ocncerning Fopm content Both of those letters are in this issue. According to Jaffie, if people disagree with the content of the Forum them letters to the editor provide a means for them to publicly point out errors, express opinons, chastise the Forum, or redress grievances. CEneefos and If the Forum has to worry about whether or not the ASWC will approve of what is published in order to get funds it will amount to censorship, said Jaffie. If the bill is passed, legislative assembly will have five options at the end of the trial period. According to the text of the bill they could restore the Forum to full operating funds, extend the trial period, conduct any necessary Balances9 impeachment proceedings, terminate the Forum and reallocate the funds, or bring about any other disciplinary action deemed . necessary. Accordi ng to Goularte the bill must cover all contingencies so that the options are left open for ASWC to act if the bill is passed. I dont want to get rid of Forum, said Goularte, but the options of impeachment and termination (of the Forum) have to be left open. This view was shared by Senior Representative Jenny Thomas who said, the purpose of this bill is to put some checks and balances in publications. A check on the content of the paper already exists in the form of letters to the editor. One of the problems the organization faces is When ISWC is mentioned, people on this campus think only International Night "said Dilanchian. The officers agree that one of their main purposes this year will be to concentrate on new international students. They want to Help students who have just come to this country (and have to learn) the language and the customs, said Dilanchian. One of the ways that they will be helping these new students is by offering a tutoring network with international students as tutors. Dilanchian feels that it will allow the students to concentrate on learning the subject, without worrying about a language barrier. We want international students to feel like they belong somewhere, but they have to put forth some effort The students can make all of our plans work, said Hernandez. Dilanchian is from Tehran, Iran, he has been in this country for ten years. Hernandez, from Chilian, Chile, and Aliabadi, from Shiraz, Iran, have both been in America for three and a half years. Midori is the most recent arrival. Shes been here for nine months. Fukuoka, Japan, is her home town. The officers are planning to publish a biweekly newsletter. This will contain times, dates, and places of the upcoming activities, along with information on some of the students in the organization. of d. d.
