Show The Luckless Legion by Irwin Caplan Slate Road Commission Observed 50th Anniversary May Aware of the necessity of transforming the states primitive road network to a more advanced communication system, the Utah Legislature in 1909, passed a bill that was to establish the first state law providing for appropriation and supervision of highways. The law, entered as Chapter 118, Laws of 1909, and taking effect May 11, 1909, created a State Road Commission and established a fund to be used by the Commission for highway construction, in cooperation with the counties. The first State Road Commission consisted of five members, composed of the governor of the road-buildi- sis of miles of road, with respect to the ratio of these factors in each state to all the other states. Utahs portion of Federal Aid appropriation in 1917 was $56,950.15.
