Bracken Lee still sticking by his economy program but with his Republican legislature seemingly no more economy - minded than their a special session to take up school problems. There does not appear to be much hope right now for a special session. For one thing, the governor' has made it clear that he has made no committments to Democratic predecessors. The governor got through his call such a session, even though tax cuts promised in his campaign he has considered such an action. The second, and probably the for reelection. And, toy means of vetoes and threat of veto, he has most potent reason now indicated is managed to keep state expendi- to forestall a special session, the tures down to a point where some the apparent breach between of the savings may still go to the governor and his Republican-dominate- d legislature over money taxpayers. Also successful were the chief matters. The Legislative Council, for executives efforts to steer away from a state property tax levy for which the governor has high reschool purposes. This was accom- gard, is studying the school probplished by transfer of funds from lem. It is nearly certain the counsales tax revenue to make up the cil will recommend a special sesmissing funds. The governors reasoning in I turning thumbs down on this pair of bills was that he could not consistent act to approve tax cuts in one field and back tax increases in another. The Lee veto so far has stood I unchallenged. This m the face of near unanimous passage in both houses of 'the bills originally. In fact, the governor has attached vetoes to six bills, and on only one has his Sunday closing action been contested. The Senate upheld this veto, and the House, where all the toills originated, has not tried to match strength with the governor again. It is just as likely that any fu-- 1 ture vetoes will be upheld. The I governor has had long talks with GOP members of both the House and Senate during the closing days ol last week, and now says he Is closer to accord with the legislators than at any time dur- ing the session. But there are some bills which stand in dire danger of veto. One I is the record $61,500,000 appropriations bill, which includes I nearly $20,000,000 in expenditures! from the general fund. A pair of others are the educa-- 1 tional television bill, including an appropriation of $250,000 above the big budget bill, and a proposal to give the Daughters of the Utah Pioneers a parking lot, to the tune of $100,000. Then there is the hos-- 1 pital for alcholics, with a $5,000 appropriation on top of $50,000 already allocated. The hospital and parking lot bills passed the Senate ,and the television proposal received a House okeh. The Legislature also disappoint-- 1 ed the governor with a bill to up salaries of all elective officials, including city and county officers. Part of this program the governor approves the idea of raising the pay of state commissioners. But he is against the proposition to hke wages of elective state officers. The trouble is, the two types of salary hikes are tied into one bill, and to veto the mea- sure would be to assure commissioners no pay raise. No matter what the events of the closing few days of this session this 1953 Legislature Will be marked as the one which cut in-- 1 come taxes. And unless the governor loses complete control of the legislators it will be also marked as a legislature which practiced to a goodly measure the economy preached by the Chief executive. But that will mainly be because I Governor Lee is not a man to back down even to Republican) legislators who havent economy! in mind.
