WerinesHqy.Atjgust 18. 1993 Camping gear can be key to household disaster plan Minersville reservoir sees abundant trout Recent surveys at Minersville Reservoir by Utah Division ofWild-lif- e Resources show that trout are abundant, providing excellent summer fishing and growing fast. A new plan being followed to improve fishing at the reservoir and manage it as a trophy trout fishery appears to be working well. In fact, positive comments have been received from 90 of the anglers interviewed. Special regulations restrict anglers to keeping only one trout, which must be over 20 inches long. The repeated catch and release of fish under this size is offering lots' of enjoyment, and a few keeper-siz- e fish have been taken. Many of the fish being caught are scrappy, hard fighting 14-1- 7 inches from lastyearsstocking. Those stocked this year average 9 inches. The catch rate is averaging close to one fish per hour, which is unusually good for this time of year. Boat anglers and fly fishermen are catching about three fish per hour in the early morning and late evening. The success of shore and boat fishermen is the highest measured during the summer in the past 20 years. Minersville Reservoir was stocked this year with several hundred smallmouth bass from Newcastle and Flaming Gorge ervoirs, similar to last year. res- A good spawn resulted form these fish and hopefully, the population will maintain itself in the future. Anglers are allowed to keep a limit of six smallmouth bass, with no size restrictions. With all of this good news, why not get out there and have some fun? Proposed grazing fee may eliminate federal land livestock industry Federal Lands Legal Foundation (FLLF) President, B ud Eppers, stated today that the proposed grazing fee increase, regulatory and policy revisions is a blueprint for elimination of the federal land livestock industry. The FLLF is a it legal foundation defending local government and federal land users throughout the western United States. The fee increases will destroy over 40 of the small family operations in the West. The policy and regulatory changes will remove most of the others Eppers said. Reducing the tenure under a 10 year permit to 5 years or less creates a disabilitating effect on the livestock industry. Current statutes support long term continued use of livestock grazing on the federal lands. non-prof- Disqualifying a grazing permit applicant because of a cancellation of a state grazing lease and adding to the Prohibited Acts regulations provisions to cancel a grazing permit for conviction of violating Federal or State environmental laws appear to establish double jeopardy standards. The states rights to administer and appropriate the water within their boundaries may be jeopardized by this change. Bradley Johnson I ha ve a lot of concerns about the Central Utah Project Like any project the federal government does, it is full of problems, high costs and risks. Im glad that the residents of this area will have a chance to make this decision because it s an important issue and I see it as a tough decision. Water is our most important natural reso urce and this will be our only chance to get new water into this area. We have already contributed $1.8 million dollars and may not see any benefits unless we stay in as part of the Central Utah Water Project. One person said, You dont stop in a mud hole! Most of that money is spent and some of it on our projects, and I'm not too sure we will get it back. One important negative thats interesting to the residents of the North Sevier area is that without the CUP there is no chance to get the B ull Pasture dam in Salina Canyon. There are also other proposals that would be extremely beneficial to us and it would be tough to do without the grant money and water supplied by CUP. My favorite project is lining the Piute canal and putting more water there. Some of the best land we have is on the west side of the Valley, but has always been short of water. Commissioners are concerned by a recent announcement that counties will have to of the total provide up to 35 anticipated remaining cost of the project - $85 million dollars. CUP officials say that it will be at least 13 years before the possibility df any water in the project will be realized by Sevier River water users. Everyone is urged to attend tonights meeting to become better informed so they can vote knowledgeably in the August 3 1 election proposal.
