Benjamin Franklin Resolutions! Bah! Humbug! It seems that have so many good intentions this time of the year that are thought of and sometimes even written. For the most part they are made as wishes and but then lack the plan of implementation and therefore vanish with time. But this year feel a little more resolved to make lasting resolutions. This may be from the onset of age that seems to be creeping over my mind and body or it may be out of frustration in an attempt to straighten out my thoughts and direction. do know that a good positive attitude takes any thought, idea or even a wish, a long way towards completion. This state of mind seems to control everything we do and even actions of others as we pass to others our positive or negative attitude. And then comes the last days syndrome. There seems to be a "Woe is me perspective that allows us to excuse our behaviors because we are living in the last days." The last days of what? Even if times get rougher than they are now. Even if government continues to spend incomes of years to come. Even if we are have to change jobs or relocate or even retrain there is a big difference between "Woe is me and believe in the future and what am capable of learning and doing! Bring it on! Resolutions should be wishes of betterment. They should be calculated plans of improvement. And they should be I I I I obtainable. Resolutions should be ideas that you want more than anything else and therefore be willing to sacrifice for their fulfillment. As you contemplate what values you can add to your life to improve and progress, contemplate with hope for good times to come. At least plan to succeed and smile and be positive through the bad times if that is what you expect. My resolutions have not been what you would call calibrated steps to self perfection but they have been times for thoughtful consideration of steps for improvement. guess this is the time of year to resolve to at least think about ones life and the direction in which you are headed. Washington Irving The Salina City Council met December 21, and approved a new business license ordinance that will of the become Ordinance revised ordinances of our city. The full text of the ordinance is found in the Public Notices section of this 92-12-- weeks Salina Sun. Some of the facets of the new ordinance include: First time applicants for a business license will required besides the usual data, the Utah State Tax Number, a photo- graph of the applicant and two character references; For new pawn brokers and in addition to the usual information including three-paserially numbered tickets, a right thumb print and more detailed records of all business transactions. The ordinance is very specific with requirements for transient merchants, including two photos and a complete set of fingerprints. The major change in the busilicense ness program is a new calculation of fees. The purpose of the new fee is to accrue revenue to be second hand dealers, rt BLM used toward the construction of the new arena as per an agreement with the Community Impact Board that permitted the building Authority Application to be approved by that board for the grand and loan money on the project. The ordinance states as follows: If the primary function of the business is the sale of goods or services or an other activity w'hich results in gross receipts, the license fee shall pay a flat base rale of S35, plus S10 for each employee, wdth a maximum of $500 dollars. The basic new part states: It shall be required to collect a percent gross business license fee that will be considered part of the selling price of merchandise or services sold upon which Utah State Sales tax applies. The City shall have the authority to conduct an audit of any business to determine gross revenues or gross sales w here the fee is based on such. This raised revenue will go toward the new center. civic-equestri- one-quart- er limits camping beginning Jan. 1 The Bureau of Land Management reports it will bring in the new year with a new camping regulation designed to cut down wear and tear on the 22 million acres of public lands the agency administers in Utah. Beginning January 1, occupancy on any one site on BLM lands for camping or other purposes is limited to a maximum of 14 days during a 28 day period. The rule applies to all BLM lands in the State, including designated campgrounds and undeveloped areas. Each year an ever increasing number of people are discovering that BLM lands, particularly in the back country areas, oiler some of the best camping opportunities anywhere in the State. The BLM is taking precautions to help make sure that nobody w'ears out his or her welcome, or the natural resource by overstaying in any one location, said Margaret Kelsey, Outdoor Recreation Planner for the BLM. The new BLM regulation also prohibits persons from keeping unattended personal property on public lands for more than 48 hours without prior written permission. The district projects 1993 income of $13.5 million from taxes; $2.5 million from water sales; $707,574 from interest on investments, and $232,246 from U.S. Bureau of Reclamation reimbursements. The 1993 budget earmarks $6.3 million for CUP completion activities; $2.5 million for 1991 revenue bond payments; $2.5 million for administration, $2.47 million for block notice payments, $2 million for district projects; $ 1 35 million for the Omsted intake and diversion; $1.3 million for the Provo City connection to the Utah Valley Water Treatment Plant; and $1.2 million for the Jordan Terminal Reservoir, among its primary expenses. The water district was able to balance its budget once again in 1992, according to Don A. Christiansen, general manager of the district. Congressman Hansen was tremendously valuable and instrumental in getting the CUP Completion Act ready for the signature of President Bush, said Christiansen.
