The report says this would be one half of one percent of the total state pari-mutu- el education budget, or about $1 .38 per student. Some estimates say there are over 300,000 horses in Utah , and the farm leader said proposed Department of Agriculture rules give Utah horse owners and racing fans benefits of horse racing without the gambling aspect. Ashby, a hay grower, says horses are also an important market for Utahs hay and grain. But he adds that farm and ranch people believe the inherent dangers of any form of legalized gambling outweigh the advantages to those who want to engage in betting on horse races. He says farm and ranch people may be the ultimate gamblers as they take yearly chances with weather, disease and other risks involved in agriculture. But rural people in Utah and other states have generally opposed legalized gambling in any form, he added. Ashby says the risk of betting leading to other forms of legalized gambling, especially on Utahs Indian Reservations, is real, based on efforts in other states to expand casino and other gambling activities.
