Words attributed to Aurora City Mayor tarry Cosby tntha last issue of the SAUNA SUN revealed his views on these points That the water used in the pressurized irrigation system is appurtenant to the individual lots served, )2 that the individual citizens own the water being used in 1 the system, and 3) that considerable sums of tax payers money have been caused to be spent by a court case declared "without foundation" by Judge Tibbs let me reveal some truth to these issues. The court case resulting from locking the risers of Mr. Ward Forsyth and Mr, Keith Sorensen was presented to be' judged by stipulation of facts and where the juge only males' a decision This case was delayed when Judge Tibbs requested it be heard m court with the stipulated facts as a base It was the Judge that decided there was sufficient evidence and that a court should be held. From this court case the court awarded to the defendants and against the plantdfs on the constitutionality of the methods used by the city to take ownership and controlof individual water rights and settles any doubts. TJie decree states that the city owns the water as.it enforces the ordinance of 1 982-1and is ruled to be within the Utah and US Constitutions. If the city doesn't ownthewater in the pressurized system as Cosby stated, then a big expense was incurred by the city as well as the plantiffs for nothing. Mr. Sorensen and Mr. Forsyelh objected this very question. The 5th amendment to the US Constitution reads that no person shall be deprived of life, liberty or property without due process of law nor shall private property be taken fof public use without just compensation. A Certificate of water rights is property. Why wctytd the city have us sign over our irrigation water certificates only to receive a Pressurized Irrigation Water Cerfiticate in return if they did not want ownership of it in the first place. Two of the surrender papers cost me S 1 000 with the threat of contempt of court and a possible jail sentence if did not pay the money or sign over a certificate of 1 share of Piute Water Stock. This was to entitle me to water from the pressure irrigation system. already had two shares of Piute water going into the system and the city hd evidence that did. Clastet will be for student who need to make up incomplete grades; those who want further learning; and adult with interest in the course. One quarter credit will be awarded to those student who complete dasswork during the class. All assignment and test must be completed during the time alioted for the class. No Incomplete will be given. Students registenng for remediation or make up for failing grades must provide to the summer school instructor the curriculum information on units to be completed. Their were 40 students from Colombia whom met in New York with more exchange stu- dents from Canada, Europe. South America and Central America. The days we spent in New York together were great and we had a lot of fun. I wasnt thinking about home, but when the time came and I had to get on the plane to fly to Salt Lake, I was afraid and very sad. I was wishing I could go back home, but it was too late. My dad came to visit me a few days later, and I was crying, it was a very hard time for me. I didnt like being away from my family and my friends. I was When I missing them a lot. went to the school I liked it a lot. I met a lot of people and it made me feel better. I had a lot of experiences I will never forget. There were bad times and good times. Ive learned so many things about myself, the people and their lifestyles and I love it! Every moment I spent here was special. I remember when I went skiing, my first snowball fight, the times I spent with Anita, and Easter in St. George with the Rasmussens. I remember when Chuck took me He was to the Junior Prom. always very special to me and I want to thank him for being so kind. I will never forget the time I spent with Sheila, Eunice, Rodney and all their family. I thank them for all they have done for me. They have treated me like part of their family. It made me very happy. I want to thank Mr. Demille for the help he gave me when I needed it. I want to thank my friends for the friendship they showed me and also my teachers. But, Now it is time for me to go home, I am excited to see my parents again and to be in Colombia. At the same time I feel sad to leave Utah.
