At that time farmers who owned Piute water stock were willing to trade their water for Vermillion water. The water trading was transacted by the City on behalf of the residents. The procedure was a common one as water was often traded back and forth for use in ditches by residents. The pressurized system seemed to be a way to better beautify the city and the property along with getting rid of ditches throughout to- weed-line- d wn. Records show that in 1978 city officials determined they were spending too much time, and there was too much hassle in managing the many water trades each year to keep the irrigation pond full. Confusion existed as to the whos and hows of the system, and they therefore moved that only Piute water could be used in the Irrigation system owned by Aurora City. They gave residents one year to comply - stating that the following year all residents using the system would have to show ownership of Piute water. The decision affected about shares of Vermillion water used by Aurora residents. The decision affected about 31 shares of Vermillion water. Proposals came from farmers who would trade Vermillion water for Piute water stock. Some trades were going for 2 shares of Piute for 1 share of Vermillion. Some rea resident questioned the city ju to the good judgement of using just one water aourve for the avatem and using a source that was limited during dry seasons. In 1982 Aurora City enforced the purchasing of Piute water if you wanted to use the system. At thus 3 5 time the city compiled a list of 80 residents who did not comply. Most of these lived in the lower half of town and had used Vermillion water usage trades and had continued to do so. On November 15. 1982, the city council passed Ordinance 1982 11 regulating the pressurized irrigation system an making water right used in the system appurtenant to the property served. The ordinance proclaimed that the system would be operated and maintained by the city with reasonable assessments for the purpose of senicing the debt and maintaining the system in good repair. It also ordained that the imgalion water committed to the pressurized water system remain in the control of Aurora city-owne- d City. The ordinance continued Hereafter, all other persons who have the benefit of the w ater system for the transportation of water who have not heretofore committed shares of capital stock of the Piute Resereoir and Irrigation Company for such use shall deliver to the City of Aurora sufficient water stock to sendee the property now controlled by the owner and serviced under the pressurized system. It further stated that the city council would develop such regulations and make a determination of the number of shares or fraction of a share necessary to service the Chief Gordon Kiesel and a Mountain Fuel official examine Ihe skull found near Salma's Main Street by a Mountain Fuel crew. Then it was further stipulated that The water stock so transferred shall thereafter be controlled by Aurora City but shall be appurtenant lo the land served by the pressurized water line system and shall thereafter pass as an appurtenance to the land at such time as the land may be transferred by a conveyance of the owner. The ordinance was signed by Mayor Larry Cosby, and attested by City Recorder Kent Freeman. It was passed unanimously by the city council. In April, the city council began turning off water enforcing the ordinaiw.
